大庆市城市社区治理体制改革问题研究

【摘要】：社区是组成人类社会的基本细胞,是发展建设城市和管理社会事务的基本单元。只有把社区治理抓好,国家的有效治理才有根基,国家的繁荣发展才有依托。新中国建立以来,我国一直在社区管理的道路上不断探索,逐步走出了一条符合我国国情和现实情况的社区发展道路,并探索形成了上海、沈阳、江汉等各具特色的社区管理体制。党中央一直以来对社区工作都高度重视,特别是近年来,先后多次对新形势下加强和创新社会管理工作提出了明确要求,作出了具体部署。十八届三中全会审议通过的《决定》,首次提出社会治理的新观点。这是我党在社会领域执政理念的又一次创新和突破,为我们探索和创新基层社区治理体制指明了方向,也为大庆的城市社区治理体制改革提供了遵循和依托。本文的绪论部分,首先对研究背景、前期综述、研究方法等相关内容进行了梳理和交代。第二章中,对相关理论进行了探讨。第三章中,简要总结了国内外的社区治理模式和经验。第四章中,对大庆城市社区治理体制改革进行实证研究,系统介绍了改革的缘起、思路目标和主要任务。第五章中,通过相关的统计、调研和座谈对大庆城市社区治理体制改革进行总体客观评价,评估它的优劣所在。最后一章,提出相应意见。
[Abstract]:Community is the basic cell of human society, the basic unit of city development and social affairs management. Only by doing a good job of community governance, can the effective governance of the country have the foundation and the prosperity and development of the country rely on it. Since the founding of the people's Republic of China, our country has been exploring the road of community management, gradually walking out a path of community development in line with our national conditions and reality, and exploring the formation of Shanghai, Shenyang, Jianghan and other unique community management system. The Party Central Committee has always attached great importance to community work, especially in recent years, has put forward clear requirements and made concrete arrangements for strengthening and innovating social management work under the new situation. The third Plenary session of the 18th CPC Central Committee deliberated the adoption of the "decision", for the first time put forward a new point of view of social governance. This is another innovation and breakthrough of our Party's ruling concept in the social field, which indicates the direction for us to explore and innovate the grass-roots community governance system, and also provides the following and support for the reform of the urban community governance system in Daqing. The introduction of this paper, first of all, the research background, early review, research methods and other related content combed and explained. In the second chapter, the related theories are discussed. The third chapter summarizes the community governance model and experience at home and abroad. In the fourth chapter, the author makes an empirical study on the reform of the urban community governance system in Daqing, and systematically introduces the origin, the goal and the main task of the reform. In the fifth chapter, the author evaluates the reform of community governance system in Daqing city objectively and evaluates its merits and demerits through relevant statistics, investigation and discussion. In the last chapter, the corresponding opinions are put forward.
