美国政府数据开放政策与实践研究

【摘要】：[目的/意义]奥巴马政府卸任,其推动的政府开放数据使得美国政府成为该领域的先驱者,其中的政策与经验值得回顾与思考。[方法/过程]通过文本分析方法,纵观了美国政府数据开放政策的缘起与过程,注重公民的参与和新的信息技术的使用,制定的数据开放政策广泛而深入,政府服务的理念贯穿始终。随之分析美国数据开放政策实施的组织体系。[结果/结论]从政策的执行与实践方面来看,美国政府的开放数据政策与时俱进、开拓进取,呈现出规范化、可视化、开源化的趋势。通过对政策和组织体系的讨论得到对我国政府开放数据建设的启发。
[Abstract]:[purpose / meaning] the Obama administration leaves office, and the open government data it promotes makes the United States government a pioneer in this field, and its policies and experiences are worth reviewing and thinking about. [methods / processes] through text analysis, the origin and process of the U.S. government's data openness policy is reviewed, with emphasis on citizen participation and the use of new information technologies. The concept of government service runs through all the time. Then it analyzes the organization system of the implementation of the open data policy in the United States. [results / conclusion] from the point of view of policy implementation and practice, the open data policy of the United States government keeps pace with the times, blazing new trails, showing a trend of standardization, visualization and open source. Through the discussion of the policy and organization system, we can get the enlightenment to the open data construction of our government.
