张家港保税区安置社区后续管理问题与对策研究

【摘要】：本质上来说,安置社区也是社区的一种,但它又不同于商品住宅社区,它基本是由农户拆迁形成了一种特殊的社区,由于拆迁安置房使用主体大多是农民,传统的思想观念使他们不愿意支付物业管理费和成立物业管理组织,而政策层面对于安置社区的管理未形成有效的造血机制,因此安置社区的物业管理标准和行为都较商品房小区差,有的甚至没有物业管理组织,部分安置社区还是开放式,安全存在隐患,居民的生活缺乏安全保障。从实践方面来看,张家港保税区由于地处长江三角洲地区,工业发展较快,政府对土地的征用较多,乡镇拆迁居民普遍,且绝大多户拆迁户都有2-3套拆迁安置房,所以现在的拆迁安置社区的综合管理是一个普遍而又亟待整治的问题。本文通过对张家港保税区安置社区发展现状和管理模式进行阐述,细致的分析目前保税区目前的管理模式和资金来源分配模式,从而剥离出了保税区安置社区目前存在几大问题,可以概括为:拆迁安置小区人口管理不完善,人户分离严重;缺少基础公共服务设施配套,多数新建小高层仍未有配套管理标准;农村生活转社区生活的过程中,农民思想观念未转变,且安置户素质层次不齐;管理成本负担过重,财政支出逐年增长等问题。针对上述这些问题,本文又从规划、政策、思想三个方面进行了深层次分析,发现规划不到,政策缺位,思想引导不够也是导致问题的一系列重要原因。针对目前保税区安置社区存在的这些问题,文章提出了一系列的优化对策:从整体和单体两个方面进行科学规划;完善安置房管理的相关政策,重点要完善社区管理制度,征地安置制度,人户分离制度;加强安置社区宣传教育力度,提高社区居民自我幸福感;培育安置社区社区自治组织,提高社区管理组织化程度;创新安置社区投入产出机制,一方面创造造血项目缓解资金压力,另一方面规范经费使用,强化考核机制,使经费每一分都用到实处。
[Abstract]:In essence, the resettlement community is also a kind of community, but it is different from the commercial residential community. Traditional ideas made them unwilling to pay property management fees and set up property management organizations, and the policy level did not form an effective hematopoietic mechanism for the management of resettlement communities. Therefore, the property management standard and behavior of the resettlement community are worse than that of the commercial housing community, some even have no property management organization, some of the resettlement community is open, there are hidden dangers in safety, and the residents' life is short of security. From the practical point of view, the Zhangjiagang bonded area is located in the Yangtze River Delta region, with rapid industrial development, more land expropriation by the government, and the widespread demolition and relocation of township residents, and the vast majority of relocated households have 2-3 resettlement houses. Therefore, the comprehensive management of resettlement communities is a common and urgent problem to be remedied. This paper expounds the present situation and management mode of the resettlement community in Zhangjiagang bonded area, and analyzes the current management mode and the capital source distribution mode of the current bonded area. It can be summarized as follows: the population management is not perfect, the households are separated seriously, the basic public service facilities are lacking, In the process of rural life to community life, the farmers' ideas and concepts have not changed, and the quality of the resettlement households is not uniform, the management cost is too heavy, the financial expenditure is increasing year by year, and so on. In view of these problems, this paper makes a deep analysis from three aspects of planning, policy and thought. It is found that planning is not enough, policy is absent, and ideological guidance is not enough, which is also a series of important reasons leading to the problem. In view of these problems existing in the resettlement communities in bonded areas, this paper puts forward a series of optimization countermeasures: to plan scientifically from the whole and single aspects; to perfect the policies related to the management of resettlement houses, with emphasis on perfecting the community management system, Land requisition and resettlement system, household separation system; strengthen the resettlement community publicity and education efforts to improve the self-well-being of community residents; cultivate and resettle community autonomous organizations, improve the degree of community management organization; innovative resettlement community input-output mechanism, On the one hand, create hematopoietic projects to relieve the pressure of funds, on the other hand, standardize the use of funds, strengthen the examination mechanism, so that each point of the funds are used in practice.
