浅析“十三五”期间西藏农牧区全面建成小康社会的挑战与机遇

【摘要】："十二五"期间,西藏经济社会取得了一个又一个发展的奇迹,尤其是农牧区,无论是经济总量还是农牧民人均水平,还是社会事业发展情况都得到了大幅度提高,西藏经济综合实力明显增强。"十三五"时期是西藏全面建成小康社会的决定性阶段,必须解放思想,开拓进取,主动适应新常态,加强基础设施建设力度,牢牢锁定贫困人口和贫困村镇,大力推进精准扶贫,促进经济社会持续健康发展和长治久安,确保到2020年与全国一道实现全面建成小康社会的宏伟目标。
[Abstract]:During the 12th Five-Year Plan period, Tibet's economic and social development has achieved one miracle after another. In particular, in the agricultural and pastoral areas, both the total economic volume, the average level of farmers and herdsmen, and the development of social undertakings have been greatly improved. Tibet's comprehensive economic strength has increased markedly. " The 13th Five-Year Plan period is the decisive stage for Tibet to build a well-off society in an all-round way. It is necessary to emancipate the mind, forge ahead, take the initiative to adapt to the new normal, strengthen infrastructure construction, and firmly lock in the poor population and poor villages and towns. We will vigorously promote precision poverty alleviation, promote sustained and healthy economic and social development and long-term stability, and ensure that the grand goal of building a well-off society in an all-round way will be achieved by 2020 together with the whole country.
