大连市金州新区农村养老问题研究

【摘要】：人口老龄化的到来给金州新区带来了很大的养老压力,特别是对于养老保障还不够完善的农村来说更是个挑战。金州新区位于大连市的城乡结合部,拥有百分之四十以上的农业人口,城镇与农村养老政策和待遇的二元化明显。随着城镇化进度的加快,很多青壮年离开农村外出打工,农村空巢老人大幅增加,农村人口的养老问题,在传统家庭养老功能不断萎缩的形势下,成为当前金州新区民生问题的重中之重。提高农村养老水平是农村生活稳定的关键,对新农村的发展、和谐社会的建设起到了至关重要的作用。本文在对国内外农村养老相关研究进行总结分析的基础上,对金州新区中长街道三个村和金州区福利院进行了实地调查,对金州新区农村养老现状中存在的问题以及原因进行了分析,并提出了相对应的对策建议。研究表明,目前金州新区农村养老存在的主要问题是养老保障水平较低、传统家庭养老模式遇挑战、机构养老资源供需紧张、农村养老政策不平衡。主要原因是社会养老功能不完善、家庭孝文化尚未形成、政府在机构养老方面重视不够、农村养老政策支持力度小。结合金州新区农村养老的实际情况,借鉴国外养老保障的先进经验以及国内农村养老方面的优秀经验,从理论依据、政策依据及可行性分析方面入手,探索性地提出了金州新区农村养老问题的解决方案,即各部门都要在政府的主导下,形成部门联动,整合现有资源,最大限度地发挥职能功效,充分实现养老服务体系对农村老年人生活的保障作用。最后,论文针对金州新区农村养老存在的问题及原因,在完善农村养老制度、大力宣传孝文化、加快养老机构设施建设、推进居家养老和农村互助式养老、积极动员社会力量等方面,为金州新区农村养老事业发展提出了具体的对策建议。
[Abstract]:The arrival of population aging has brought great pressure to the aged in Jinzhou New District, especially for the rural areas where pension security is not perfect. Jinzhou New District is located in the combination of urban and rural areas of Dalian with more than 40% agricultural population. With the acceleration of urbanization, many young and middle-aged people leave the countryside to work, the number of empty nesters in rural areas increases dramatically, and the problem of providing for the aged in rural areas is constantly shrinking in the situation of the traditional family pension function. Become the current Jinzhou New District people's livelihood issues the top priority. Improving the level of rural old-age support is the key to the stability of rural life and plays a vital role in the development of new countryside and the construction of harmonious society. Based on the summarization and analysis of the research on rural old-age care at home and abroad, this paper makes a field investigation on three villages of Zhongchang Street and Jinzhou District Welfare Home in Jinzhou New District. This paper analyzes the existing problems and causes of the present situation of rural old-age support in Jinzhou New District, and puts forward corresponding countermeasures and suggestions. The research shows that the main problems of the rural old-age support in Jinzhou New District are the low level of old-age security, the challenge of the traditional family pension model, the tight supply and demand of institutional old-age resources, and the imbalance of rural old-age policy. The main reasons are that the social pension function is not perfect, the family filial piety culture has not yet formed, the government does not pay enough attention to the institutional old-age care, and the support of the rural old-age policy is small. Combining with the actual situation of the rural old-age support in Jinzhou New District, drawing on the advanced experience of foreign pension security and the outstanding experience of the domestic rural old-age care, the paper starts with the theoretical basis, policy basis and feasibility analysis. Exploring the solution to the problem of rural old-age support in Jinzhou New District, that is, all departments should, under the guidance of the government, form a departmental linkage, integrate existing resources, and maximize the effectiveness of their functions. Full realization of the old-age service system to the rural elderly life protection role. Finally, aiming at the existing problems and reasons of the rural old-age support in Jinzhou New District, the paper tries to perfect the rural old-age system, vigorously propagate the filial piety culture, speed up the construction of the old-age institution facilities, and promote the old-age support at home and in the countryside. This paper puts forward concrete countermeasures and suggestions for the development of rural old-age service in Jinzhou New District.
