20世纪60年代英国议会关于杀虫剂使用和管理的辩论

【摘要】：20世纪60年代以来,特别是美国生物学家雷切尔·卡逊的《寂静的春天》一书出版以来,人们普遍开始担忧杀虫剂对人类、野生动物及生态环境的危害。英国议会上下两院也针对本国杀虫剂的使用和管理情况进行了大量的辩论。在此过程中,随着英国质疑杀虫剂安全性的呼声日渐高涨,以及杀虫剂使用过程中不断暴露出的问题,英国政府的杀虫剂政策逐步发生改变,在杀虫剂使用上从单纯关注其经济效益逐渐转为兼顾其对环境的影响,在杀虫剂管理上从自愿方案逐渐转向立法控制,但自愿方案并没有完全被放弃,直到20世纪80年代,英国对杀虫剂才有比较完善的立法。
[Abstract]:Since the 1960s, especially since the publication of American biologist Rachel Carson's Silent Spring, people have begun to worry about the harm of pesticides to human beings, wildlife and ecological environment. There has also been a lot of debate in both houses of Parliament on the use and regulation of pesticides in the country. In the process, the UK government's policy on pesticides has gradually changed as calls for questioning the safety of pesticides have mounted and problems have been exposed during the use of pesticides. In the use of insecticides, the focus on their economic benefits has gradually shifted to taking into account their impact on the environment, and the management of pesticides has gradually shifted from voluntary programmes to legislative controls, but the voluntary programmes have not been completely abandoned until the 1980s. The UK has better legislation on pesticides.
