鄂尔多斯市养老服务业发展问题及对策研究

【摘要】：改革开放国策实施以来,中国经历了迅速的现代化进程,并实现了巨大的经济发展和社会进步。与此同时,中国也正在经历着另外一种增长——人口老龄化。根据人口普查数据显示,我国13亿人口中有1.6亿的六十岁以上人口,是世界上最大的老龄人口群体。从增长速度上看,从2001年到2020年,中国老龄人口数量正以每年596万的速度增长；而从2021年至2050年,将达到每年620万的增量。到2050年,老龄人口将达到4亿,占我国总人口的30%。截至目前,鄂尔多斯全市总人口200.4万人,其中60周岁以上老年人达到了21.2万人,达到总人口的10.57%,老龄人口对养老服务的需求巨大。全市各类养老机构达到了102家,其中公办机构82家,民办机构20家。养老床位总量达到12977张,每千名老年人拥有床位61张。按照鄂尔多斯市现有的养老服务业的规模,仅能解决12977人的养老服务问题,容纳的比例为6.12%。虽然社会养老并不完全依赖于养老机构养老,但这样的容纳水平仍然不能够满足于该市的养老服务业市场需求。本文在绪论部分研究了当前国内外养老服务业的发展经验,在此基础上确定了研究思路与研究方法。第一部分阐述了养老服务业的概况,总结了我国养老服务业现行的政策法律法规,并结合我国与鄂尔多斯市当地的实际情况阐述了加快发展养老服务业的必要性并描绘了养老服务业未来的发展前景。第二部分和第三部分分别分析了鄂尔多斯市养老服务业的发展现状和存在的问题,并在第四部分分析问题存在的原因。本文第五部分针对前文所述问题对政府部门提出了对相关政策落实的建议,强调民间养老产业建设的重要性,并在此基础上开展综合创新改革试点。本文的最后对鄂尔多斯市养老服务业的发展做出了总结,并展望鄂尔多斯市养老服务业的发展前景。
[Abstract]:Since the implementation of the national policy of reform and opening up, China has experienced a rapid process of modernization, and has achieved tremendous economic development and social progress. At the same time, China is experiencing another kind of growth-the aging population. According to the census data, 160 million of the 1.3 billion people in China are over 60 years old, which is the largest aging population group in the world. From 2001 to 2020, China's aging population is growing at an annual rate of 5.96 million; from 2021 to 2050, it will reach an annual increase of 6.2 million. By 2050, the elderly population will reach 400 million, accounting for 30 percent of China's total population. Up to now, the total population of Ordos is 2.004 million, of which the elderly aged 60 or above have reached 212000, reaching 10.57% of the total population. The city's various pension institutions reached 102, including 82 public institutions, 20 private organizations. The total number of old-age beds reached 12977, 61 beds per 1,000 elderly. According to the size of the existing pension services in Ordos, only 12977 people can be solved, accommodating the proportion of 6.12. Although the social pension is not entirely dependent on the pension institutions, but this level of accommodation is still not able to meet the needs of the city's pension services market. In the introduction part, this paper studies the development experience of the domestic and foreign pension service industry, and on this basis, determines the research ideas and research methods. The first part expounds the general situation of the old-age service industry, summarizes the current policies and regulations of the old-age service industry in China. Combined with the actual situation of our country and Ordos city, this paper expounds the necessity of accelerating the development of the old-age service industry and describes the prospect of the future development of the pension service industry. The second part and the third part respectively analyze the present situation and the existing problems of the service industry of the aged in Ordos city, and analyze the reason of the problem in the fourth part. In the fifth part, the author puts forward some suggestions to the government on the implementation of the relevant policies, emphasizes the importance of the construction of private pension industry, and carries out a pilot project of comprehensive innovation reform on the basis of the above mentioned problems. At the end of this paper, the author summarizes the development of the pension service industry in Ordos, and looks forward to the development prospect of the pension service industry in the city of Ordos.
