芬兰北极政策的战略规划与未来走向

【摘要】：作为北极国家的芬兰,在北极地区拥有广泛的政治、经济、安全和科研等利益。2017年5月芬兰再次担任北极理事会轮值主席国,并发布了在任期间的优先议程。为维护和拓展芬兰的北极利益并实现有效的北极治理,芬兰在国内和国际层面都非常重视,明确芬兰北极治理的优先领域和基本原则,并强化其北极国家身份。在北极治理新态势的背景下维护北极的安全与稳定,协调众多行为体的利益促进北极地区的合作,推动北极地区经济和社会的发展,以及建构和完善建立基于规则和善治基础上的北极治理体系,是芬兰北极政策的主要目标和基本任务。
[Abstract]:Finland, as an Arctic state, has a wide range of political, economic, security and scientific interests in the Arctic. In May 2017, Finland re-chaired the Arctic Council and issued a priority agenda for its tenure. In order to safeguard and expand Finland's Arctic interests and to realize effective Arctic governance Finland attaches great importance to it at the domestic and international levels. It clarifies the priority areas and basic principles of Finnish Arctic governance and strengthens its Arctic national identity. Maintaining Arctic security and stability in the context of the new dynamics of Arctic governance, coordinating the interests of many actors to promote cooperation in the Arctic region and promoting economic and social development in the Arctic region, To construct and perfect the Arctic governance system based on rules and good governance is the main goal and basic task of Finnish Arctic policy.
