地方政府建构公共话语平台的策略研究

【摘要】：迄今为止,新媒体技术已对人类交往及社会环境产生了极其深远的影响。现代信息产业及大众媒介的繁荣与发展,媒介“公共性”的进一步凸显及公众民主意识的觉醒,使得中国的地方政治话语建构面临挑战。“主流话语进入程度决定公共话语空间的品质”已然成为一种共识,地方政府建构公共话语平台成为未来中国政治领域改革的重要举措。本文汲取政府参与理论、社会治理理论、协商民主理论、沟通行动理论等理论视角对地方治理及公共话语生成的理论支撑及启示意义,提出地方政府建构公共话语平台的实践策略。通过对我国地方政府建构公共话语平台的现状、已有成绩及存在问题的分析,运用管理学、社会学、新闻学理论,厘清公共话语平台建构对地方治理及“善治”实现的意义。同时,对我国地方政府如何建构公共话语平台提供建议及策略性思考。国家政治改革及新媒体技术的发展,为地方政府建构公共话语平台提供了新的机遇和挑战。地方政府必须理念坚定,善用技术,尽可能使公共话语平台建构更加理想和完善。
[Abstract]:Up to now, the new media technology has had the extremely profound influence to the human contact and the social environment. The prosperity and development of modern information industry and mass media, the further highlight of "publicity" of media and the awakening of public democratic consciousness make the construction of local political discourse in China face challenges. It has become a consensus that the quality of public discourse space is determined by the entering degree of mainstream discourse, and the construction of public discourse platform by local governments has become an important measure for the reform of Chinese political field in the future. This paper draws the theoretical support and enlightenment significance of government participation theory, social governance theory, negotiation democracy theory, communication action theory and other theoretical perspectives to local governance and public discourse generation. Put forward the practical strategy of local government to construct public discourse platform. Based on the analysis of the existing achievements and existing problems of the construction of public discourse platform by local governments in China, the significance of the construction of public discourse platform for local governance and the realization of "good governance" is clarified by using the theories of management, sociology and journalism. At the same time, it provides advice and strategic thinking on how to construct public discourse platform. National political reform and the development of new media technology provide new opportunities and challenges for local governments to construct public discourse platform. The local government must strengthen the idea, make the best use of technology, and make the public discourse platform more ideal and perfect as far as possible.
