新时期基层社区“展示性治理”的生成及运作

【摘要】："展示性治理"是近年来基层社会治理过程中出现的一种以形式化、展示化为特征的变态的治理模式,即在政府行政力量与新时期居民自治组织非均衡的互动中出现的一种与本然的社会生活及真实治理过程相脱离的状态,是一种大幅度地脱离于真实社会生活状态的治理模式。这种面向政府部门而与居民无涉的非常态性展示行为阻碍了基层社会治理的良性运行。我们应积极引导和激励社区实现以人为本的治理方向,回归真实本然的基层社会治理过程。
[Abstract]:"demonstration governance" is a kind of abnormal governance mode that appears in the process of social governance at the grass-roots level in recent years, which is characterized by formalization and display. That is, in the interaction between the administrative power of the government and the disequilibrium of the residents' self-governing organizations in the new period, a state which is divorced from the original social life and the process of real governance, is a governance mode which is largely divorced from the real social life state. This kind of non-normal display behavior, which is not related to the residents, hinders the benign operation of social governance at the grassroots level. We should actively guide and encourage the community to realize people-oriented governance and return to the real grass-roots social governance process.
