从合作到疏离：一项基于G市Z机构与S街道间关系变迁的实证研究

【摘要】：政府购买服务作为一种探索国家治理现代化的积极尝试,在社区治理体系建设中发挥着重要作用,并逐步形成“多元共治”的基层社区治理格局。但是,我国政府购买服务尚处于起步阶段,社会服务组织与政府的互动关系,各个治理主体的功能角色、行动逻辑等成为社区建设能否有序实现的关键要素。在实证研究中,笔者发现政社互动关系处于动态变化之中,且在不同发展阶段呈现出差异性特征。而目前关于政社互动的过程特征及其背后的行动逻辑和实质关系研究尚属不足。对此,文章基于G市S街道政府家庭综合服务的实践,通过对国家-社会关系理论的回顾与反思,建立了“行动逻辑-关系变迁”的分析框架,深入探讨了服务承接方Z机构与服务购买方S街道之间互动关系建立、维系的整个过程及其特征,并尝试剖析政社互动中双方的行动逻辑及关系变迁,以期回应政社互动的关系实质。在S街家庭综合服务中心初建时,政社双方基于社区建设目标达成共识,形成了强政府视阈下相对稳定的从属与合作关系；在发展期,随着政府干预与介入的日趋加强,多重风波致使双方关系陷入冲突与对立之中；进入缓冲期后,在多重服务效应下政社关系有所缓和,但背后仍存有诸多矛盾；在最后阶段,“危机介入事件”的发生犹如催化剂直接致使双方原有的合作互动关系破裂,新的社会组织取代Z机构,开始新一轮政社互动关系的磨合。整个政社互动过程中,笔者认为在强政府-弱社会视阈下,由于政社双方遵循着不同的行动逻辑,政府的“按‘章’办事”、社会组织的“按‘需’做事”,致使政社互动始终处于动态的变化之中,同时也映射出政社关系实质的变化过程：从工具性互惠关系到抑制关系,再到竞争关系,再到疏离关系。同时,本文对政社关系疏离破裂的原因进行了相应的讨论反思,也进一步讨论了社会工作服务在具体实践中的不可替代性,以期对良性政社关系的构建以及未来社会工作服务的发展提供可借鉴性意见。
[Abstract]:As an active attempt to explore the modernization of national governance, government purchase service plays an important role in the construction of community governance system, and gradually forms the grass-roots community governance pattern of "pluralistic and co-governing". However, the government purchase of services is still in its infancy. The interaction between social service organizations and the government, the function of each governance body, and the logic of action are the key factors for the orderly realization of community construction. In the empirical study, the author finds that the interaction between government and society is in dynamic change and shows different characteristics in different stages of development. However, the current research on the process characteristics of political and social interaction and the logic and substance of action behind it is still insufficient. In view of this, based on the practice of comprehensive family service of S street government in G city, through reviewing and reflecting on the theory of state-social relations, this paper establishes an analytical framework of "action logic and relationship change". This paper probes into the whole process and characteristics of the establishment and maintenance of the interactive relationship between the Z institution and the service buyer S street, and attempts to analyze the logic of action and the changes of the relationship between the two sides in the interaction between the government and the society. In order to respond to the nature of the relationship between political and social interaction. When S Street Family Integrated Service Center was established, the two sides reached a consensus based on the community construction goal and formed a relatively stable relationship of subordination and cooperation under the sight of strong government. In the development period, with the increasing government intervention and intervention, the relationship between the two sides falls into conflict and opposition due to the multiple storms, and after entering the buffer period, the political and social relations are relaxed under the effect of multiple service, but there are still many contradictions behind them. In the final stage, the occurrence of "crisis intervention event" is like a catalyst that directly causes the original cooperative and interactive relationship between the two sides to break down, and the new social organization replaces the Z organization and begins a new round of political and social interaction. In the whole process of interaction between government and society, the author thinks that under the sight of strong government and weak society, because both parties follow different logic of action, the government "act according to the rules" and the social organization "work according to the need". As a result, the interaction between government and society is always in the dynamic change, and also reflects the process of the change of the essence of the political and social relations: from instrumental reciprocity to inhibition, to competition, and then to alienation. At the same time, this paper discusses the causes of the breakup of the relationship between politics and society, and further discusses the irreplaceable social work service in the concrete practice. The purpose of this paper is to provide suggestions for the construction of benign political and social relations and the development of social work services in the future.
