发展和平:联合国维和建和中的中国方案

【摘要】：长期以来,主导联合国维和建和的是生成于西方文明实践经验的自由和平规范。自由和平注重制度建设而对经济和社会发展关注不足,让维和建和陷入维持和建设虚幻和平的困境。中国和平崛起的实践经验蕴含被称作发展和平的规范。通过中国的对外援助和经济活动,发展和平在国际上传播并对维和建和规范体系产生影响。发展和平主张在政治和社会稳定的前提下,以经济建设为中心,通过经济发展带动国家的全面发展,进而消除维和建和东道国国内冲突的根源。发展和平弥补了自由和平的不足,两种和平规范可以互补共生。崛起的中国不仅仅是维和建和规范的学习者和接受者,还是供应者和传播者,发展和平是联合国维和建和中的中国方案。
[Abstract]:For a long time, the United Nations peacekeeping peacebuilding is based on the Western civilization experience of freedom and peace norms. Free peace pays more attention to system building than to economic and social development, which makes peacekeeping peacebuilding into the dilemma of maintaining and building illusory peace. The practical experience of China's peaceful rise contains what is called the norm of development peace. Through China's foreign aid and economic activities, the development of peace in the international dissemination and impact on peacekeeping peacebuilding normative system. Under the premise of political and social stability, the development of peace stands for taking economic construction as the center and promoting the overall development of the country through economic development, thus eliminating the root causes of the internal conflicts in the host countries of peacekeeping peacebuilding. The development of peace makes up for the deficiency of freedom and peace, and the two kinds of peace norms can be complementary and symbiotic. The rising China is not only the learner and receiver of peacekeeping peacebuilding norms, but also the supplier and communicator.
