贞观吏治的行政学分析

【摘要】：“贞观之治”作为我国封建史上开明盛世的杰出代表，，为后世留下了宝贵的历史财富与文化遗产，成为后世竞相颂扬与学习的榜样。贞观盛世能够取得如此高的历史地位，与贞观时期对官吏进行全方位的管理与培养是分不开的。我国当前正处于社会转型时期，由于行政体制不健全，法律、法规的缺位，一系列制度的不完善以及市场经济体制建立带来的观念冲击等等，导致了我国当前滥用权力、贪污腐化现象严重。文化上的一脉传承性为我们学习历史有益经验提供了可能。国家主席习近平在今年全国“两会”期间参加上海代表团审议时更是强调：“中华五千年文明是世界文化的河流中唯一没有干涸断流的文明必须弘扬民族传统文化，去找我们的精气神。”从传统文化中汲取营养，为我们当下面临的问题提供新的解决思路势在必行。论文主动从历史着手、从传统文化切入，选取传统文化中最具代表性的贞观吏治作为研究的样本，运用行政学视角充分剖析贞观时期吏治的措施与思想，为当下我国干部队伍建设提供有效借鉴。本文分为以下五部分：第一部分是绪论，主要介绍文章研究的背景与意义；分析当前学界对“贞观之治”行政管理的研究方向以及对贞观吏治研究存在的局限性；概括了文章的基本思路以及常用的研究方法。第二部分主要介绍贞观吏治的缘起。从历史基础以及现实需要两个方面剖析贞观吏治产生的原因与时代背景；第三部分是贞观吏治的主要构成。包括贞观吏治的主要内容，贞观吏治时期的鲜明特点以及贞观吏治的历史地位与影响。第四部分主要是讲贞观吏治对当前的启示与借鉴意义。此部分在分析我国当前吏治存在问题的基础上，通过梳理贞观时期吏治的一些措施，从行政学的角度探寻当前吏治的解决之道，让贞观吏治举措在今天继续发挥余热。第五部分为文章的结语，主要对论文做一个系统而全面的评价与概括。
[Abstract]:As an outstanding representative of the enlightened and prosperous times in the feudal history of our country, "Rule of Virtue" has left precious historical wealth and cultural heritage for the later generations, and has become an example for the later generations to celebrate and learn from each other. Such a high historical position can not be separated from the all-round management and cultivation of officials during the period of virginity. At present, our country is in the period of social transformation. Due to the imperfect administrative system, the absence of laws and regulations, the imperfection of a series of systems and the impact of the concept brought about by the establishment of the market economy system, the abuse of power has resulted in the abuse of power in our country. Corruption is serious. The cultural heritage provides the possibility for us to learn the beneficial experience of history. When President Xi Jinping attended the deliberations of the Shanghai delegation during the "two sessions" this year, he stressed: "the Chinese civilization of 5,000 years is the only civilization in the world's cultural river that has not dried up. It is necessary to carry forward the traditional culture of the nation." Go find our spirit. " It is imperative to take nutrition from the traditional culture and provide new solutions to the problems we are now facing. This paper takes the initiative from the history, from the traditional culture, selects the most representative chastity in the traditional culture as the research sample, and fully analyzes the measures and ideas of the chastity in the period of chastity from the perspective of administrative science. For the current construction of cadres in China to provide effective reference. This paper is divided into five parts as follows: the first part is the introduction, mainly introduces the background and significance of the research, analyzes the current academic research direction of the administration of "the rule of chastity" and the limitations of the study on the administration of chastity. This paper summarizes the basic ideas and common research methods. The second part mainly introduces the origin of chastity. From the historical basis and the practical needs of the two aspects to analyze the reasons for the emergence of chastity officials and the background of the times; the third part is the main composition of chastity officials. It includes the main contents of chastity, the distinctive characteristics of chastity and the historical status and influence of chastity. The fourth part mainly talks about the enlightenment and reference significance of chastity. This part is based on the analysis of the problems existing in the current administration of officials in our country, through combing some measures of the administration of officials during the period of chastity, and exploring the solution of the current administration of officials from the angle of administrative science, so that the measures of the administration of the officials of virginity can continue to exert its afterheat today. The fifth part is the conclusion of the article, mainly to make a systematic and comprehensive evaluation and summary of the paper.
