株洲市芦淞区统战部门参与社会管理问题研究

【摘要】：近年来,随着我国经济社会各项改革与发展的不断深入,各种社会问题不断凸显,“社会管理”这一课题日益受到党和政府以及社会各界重视。现阶段我国加强社会管理与创新的主要领域包括协调社会关系、规范社会行为、解决社会问题、化解社会矛盾、促进社会公正、应对社会风险、保持社会稳定等八个方面。围绕这些领域,各级党委及政府相关职能部门都在研究本职工作领域中参与社会管理与服务的方法和途径。统一战线作为党委的重要工作部门,由于其自身职能与资源的特殊性,发挥着“大团结、大联合,争取人心、凝聚力量”的重要职能,在协调社会关系、化解社会矛盾,搭建社会协调服务平台等多方面能发挥自己的重要作用,因而统战部门参与社会管理服务工作的潜力很大。然而,由于当前地方统战部门大多存在基层工作网络薄弱,社会管理工作制度不完善,经验不足等方面的问题,在参与和推进社会管理服务的过程中常存在这样或那样的困难,导致统战部门社会管理服务的职能和潜力较难得到有效地发挥。湖南省株洲市芦淞区统战部门近年来积极探索参与社会管理服务工作,在加强系统建设、实践基层民主、加强社会服务等方面取得了一定成效,但也遇到了统战社会服务工作网络不完善,基层工作机制缺乏等方面的问题,具有一定的代表性。要进一步加强地方统一战线部门参与社会管理服务工作的成效,还需要从强化基层平台系统建设、深入推进统一战线参与社会管理的多元化进程、提高基层统一战线社会工作网络及社会服务能力等方面入手,不断提高统一战线参与社会管理服务的实质性效能,深入发挥统一战线的独特资源潜力,积极为我国社会管理创新服务。
[Abstract]:In recent years, with the deepening of various economic and social reforms and development in our country, various social problems are becoming more and more prominent. The subject of "social management" has been paid more and more attention by the Party and the government as well as from all walks of life. At present, the main fields of strengthening social management and innovation in China include coordinating social relations, standardizing social behavior, solving social problems, resolving social contradictions, promoting social justice, dealing with social risks and maintaining social stability. Around these fields, all levels of party committees and relevant government departments are studying the ways and means of participating in social management and service in the field of their own work. As an important working department of the party committee, the United front, due to the particularity of its own functions and resources, is playing an important role of "great unity, striving for the hearts of the people and bringing together strength", in coordinating social relations and resolving social contradictions. The construction of social coordination service platform can play an important role in many aspects, so the United front department has great potential to participate in social management service. However, due to the weakness of the grass-roots work network, the imperfect social management system and the lack of experience in the local United front departments at present, there are often difficulties in participating in and promoting social management services in one way or another. As a result, the function and potential of the social management service in the United front department are difficult to be realized effectively. In recent years, the United Front Department of Lusong District, Zhuzhou City, Hunan Province, has actively explored and participated in social management and service work, and has made certain achievements in strengthening system construction, practicing grass-roots democracy, and strengthening social services, and so on. But also encountered the United front social service work network is not perfect, the grass-roots work mechanism lacks and so on, has the certain representative. In order to further strengthen the effectiveness of local United front departments participating in social management and service work, it is also necessary to strengthen the construction of the grass-roots platform system and further promote the pluralistic process of United front participation in social management. We will improve the social work network and social service capacity of the grass-roots United front, constantly improve the substantive effectiveness of the United front in participating in social management services, and give full play to the unique resource potential of the United front. Actively serve our country's social management innovation.
