成都市龙泉驿区农民集中安置社区治理案例研究

【摘要】：统筹城乡发展,是构建和谐社会、全面建设小康社会的必由之路。通过统筹城乡发展,可以缩小城乡差距,让农村人口得以均等化享受社会公共服务,实现城乡一体化。农民集中安置社区作为统筹城乡发展,推进城市化进程的重要阵地,关系到人民群众福祉,关系到城乡一体化推进的成败,关系到社会的稳定和谐。在全面推进小康社会的大背景下,对农民集中安置社区治理进行研究分析,更能具现实意义。城乡一体化的统筹发展,为城市的和谐繁荣描绘了新画卷,也为农民变市民提供了更加广阔的空间。近年来,龙泉驿区积极实施“两化互动、统筹城乡”发展战略,经济社会实现了跨越式发展,农民集中安置社区基层治理水平不断提高。本文以成都市龙泉驿区农民集中社区治理为例,通过社区治理背景、实施情况、支持体系、协同模式、实施要素、工作内容等多维度全方位地对该地区农民集中安置社区情况进行系统分析。同时,综合龙泉驿区情况与国内外的优秀社区治理案例经验,提出了农民集中安置社区治理未来建设的相应对策建议。通过研究,我们再现了成都市龙泉驿区农民集中安置社区治理的情况,在一定程度上丰富了农民集中安置社区治理研究。本文凝练出来的农民集中安置社区治理的经验与创新,可为其他地区的治理提供参考。文中针对性的提出来的未来建设的对策建议,便于其他地区农民集中安置社区治理找到参考。本文的创新之处在于,系统而全面地对农民集中安置社区的治理情况进行了全面再现与细致分析,有利于观察龙泉驿区的社区治理情况的全貌。本文的不足之处在于,受到系统全面研究的限制,对于各个要素的分析不够深入细致。这些都有待未来的研究进行进一步的补充。
[Abstract]:Coordinating urban and rural development is the only way to build a harmonious society and build a well-off society in an all-round way. By coordinating the development of urban and rural areas, the gap between urban and rural areas can be reduced, the rural population can be equalized to enjoy social and public services, and urban and rural integration can be realized. As an important position to coordinate the development of urban and rural areas and promote the process of urbanization, the centralized resettlement of farmers has a bearing on the well-being of the people, the success or failure of the integration of urban and rural areas, and the stability and harmony of the society. Under the background of promoting the well-to-do society in an all-round way, it is more practical to study and analyze the community governance of farmers' centralized resettlement. The overall development of urban-rural integration depicts a new picture for the harmony and prosperity of the city, and also provides a wider space for farmers to change their citizens. In recent years, Longquanyi District has actively carried out the strategy of "interaction between the two sides and coordinated the development of urban and rural areas". The economic and social development has been achieved by leaps and bounds. This article takes the farmer concentration community governance of Chengdu Longquanyi district as an example, through the community governance background, the implementation situation, the support system, the synergetic mode, the implementation factor, The work content and other multi-dimensional and omni-directional analysis of the situation of farmers centralized resettlement community in this area. At the same time, combining the situation of Longquanyi district and the experience of excellent community governance at home and abroad, this paper puts forward the corresponding countermeasures and suggestions for the future construction of the centralized resettlement of farmers in the community governance. Through the research, we reappear the situation of farmers centralized resettlement community governance in Longquanyi District, Chengdu City, to a certain extent, enrich the study of farmers centralized resettlement community governance. The experiences and innovations of centralized resettlement of farmers in this paper can provide reference for the governance of other areas. The countermeasures and suggestions for future construction are put forward in this paper, which is convenient for farmers in other areas to find a reference for community governance. The innovation of this paper lies in the systematic and comprehensive reappearance and detailed analysis of the governance situation of the peasant centralized resettlement community, which is helpful to observe the whole picture of the community governance in Longquanyi district. The drawback of this paper is that the analysis of each element is not thorough and meticulous because of the limitation of systematic and comprehensive research. All of these need to be further supplemented by future research.
