当前“法轮功”等邪教组织的治理难点及对策研究

【摘要】：邪教是当今世界的一大公害,与恐怖主义、黑社会、毒品并称为当代社会的四大“毒瘤”。我国邪教具有相当长的历史,其产生与演变经历了几个发展阶段。除了“法轮功”以外,1995年以来我国先后认定了21种邪教组织。1999年,我国政府公开取缔“法轮功”后,同邪教的斗争已历经16年并取得了决定性胜利,总体形势正向于我有利的方向发展。但是,随着我国全面深化改革步伐的加快,社会正在发生深刻变化,各种深层次的矛盾问题和风险日益凸显,各种邪教组织必然会借机进行猖獗的捣乱破坏活动。由于种种原因,当前邪教治理工作存在不少难点,反邪教斗争形势严峻复杂,任务艰巨繁重。因此,在新的形势下,大力加强邪教治理工作,显得尤为重要。作者在研究“法轮功”等邪教组织活动现状后,阅读大量文献,运用管理学、心理学、教育学、思想政治知识等相关原理,阐述了邪教的概念、本质、特征以及危害,按照“提出问题、分析问题、解决问题”的思路,仔细研究了当前国内外及湖南省“法轮功”等邪教的活动特点,认真查找了目前邪教治理工作中的制约难点,详细分析了难点存在的主要原因,并研究提出了今后进一步加强邪教治理工作的相关对策和建议,力求通过此研究为我国反邪教斗争事业贡献自己的微薄之力。
[Abstract]:Cults are one of the world's greatest public hazards, and terrorism, triad, drugs are called the four "tumor" of the contemporary society. China's cult has a long history, its emergence and evolution has gone through several stages of development. In addition to "Falungong," since 1995, China has successively identified 21 cult organizations. In 1999, after the "Falungong" was publicly banned by the Chinese Government, the struggle against the cult has gone through 16 years and achieved decisive victory. The overall situation is developing in my favorable direction. However, with the acceleration of China's overall deepening of reform, the society is undergoing profound changes, various deep-seated contradictions and risks are increasingly prominent, various cult organizations will inevitably take advantage of the opportunity to carry out rampant disruptive activities. Due to various reasons, there are many difficulties in the management of evil cults, the situation of anti-cult struggle is severe and complex, and the task is arduous and arduous. Therefore, under the new situation, it is particularly important to strengthen the management of cults. After studying the current situation of the activities of cult organizations such as Falungong, the author has read a large number of documents, applied the relevant principles of management, psychology, pedagogy, ideological and political knowledge, and so on, and expounded the concept, essence, characteristics and harm of heretical cults. In accordance with the idea of "raising problems, analyzing problems, and solving problems", this paper carefully studies the characteristics of activities of evil cults such as "Falungong" at home and abroad and Hunan Province, and conscientiously finds out the constraints and difficulties in the management of evil cults at present. This paper analyzes in detail the main causes of the difficulties, and puts forward some countermeasures and suggestions for further strengthening the governance of heretical cults in the future, in order to contribute their own meagre strength to the cause of anti-cult struggle in China through this study.
