我国残疾人支持性就业问题研究

【摘要】:改革开放三十多年来,中国残疾人事业取得快速发展,尤其是近些年来,残疾人基本生存和发展状况得到了显著的改善,残疾人事业的发展也逐步进入新的发展阶段。残疾人就业是残疾人基本的权利,当前,促进残疾人就业,努力消除认知偏见和社会歧视,积极促进残疾人融合发展战略,最终实现“平等、参与、共享”目标,是残疾人事业的重要使命,也是社会建设的重要内容。在这样的背景下,支持性就业在充分考虑残疾人的能力和兴趣并保持其选择权利的前提下,帮助残疾人在融合的环境中获得和从事竞争性的工作。这种就业模式正在我国得到关注和开展,它在倡导社会融合,促进残疾人事业发展方面发挥着积极作用。值得注意的是,虽然支持性就业在国外,尤其在美国得到了快速发展并且取得了良好的效果,但是支持性就业在我国还处在起步阶段,不仅对支持性就业的研究不够深入,而且在支持性就业的实际发展过程中出现了一系列的问题。因此研究残疾人支持性就业的发展状况,根据我国的具体国情提出促进支持性就业发展的策略尤为重要。本文的研究主要由六部分组成:第一章明确了研究目的和研究意义,对国内外支持性就业的研究进行了文献综述,指出研究的不足,并进一步介绍了本文研究的思路和方法。第二章归纳并阐述了相关概念及理论,为残疾人支持性就业问题的研究分析和问题解决构建一定的理论基础。第三章是国内支持性就业发展的现状部分,主要是对北京市、湖南省以及广东省支持性就业发展状况进行了分析。第四章在肯定国内支持性就业发展的同时,具体分析了存在的问题及原因。第五章介绍国外残疾人支持性就业的发展情况,对支持性就业的发展经验进行分析,并结合国内的实际情况,总结了对国内发展的启示。第六章在对现状和国外经验借鉴的基础上,提出了国内支持性就业发展的策
[Abstract]:Since the reform and opening up to the outside world, the cause of disabled people in China has made rapid progress, especially in recent years, the basic survival and development of the disabled have been significantly improved, and the development of the cause of the disabled has gradually entered a new stage of development. Employment of persons with disabilities is a fundamental right of persons with disabilities. At present, it promotes employment of persons with disabilities, strives to eliminate cognitive prejudice and social discrimination, actively promotes strategies for the integration and development of persons with disabilities, and ultimately achieves the goal of "equality, participation and sharing". Is an important mission of the cause of the disabled, but also an important content of social construction. In this context, supportive employment helps persons with disabilities to obtain and engage in competitive work in an integrated environment, taking fully into account the abilities and interests of persons with disabilities and maintaining their right to choose. This mode of employment is being paid attention to and carried out in our country. It plays an active role in advocating social integration and promoting the development of the cause of the disabled. It is worth noting that although supportive employment has developed rapidly and achieved good results abroad, especially in the United States, supportive employment is still in its infancy in our country, and not only the research on supportive employment is not deep enough, And there are a series of problems in the actual development process of supporting employment. Therefore, it is very important to study the development of supporting employment for the disabled, and put forward the strategies to promote the development of supportive employment according to the specific situation of our country. This paper mainly consists of six parts: the first chapter clarifies the purpose and significance of the research, reviews the literature of domestic and foreign research on supportive employment, points out the shortcomings of the research, and further introduces the ideas and methods of this research. The second chapter summarizes and expounds the related concepts and theories, and constructs a certain theoretical basis for the research and analysis of the problem of supporting employment for the disabled and the solution of the problem. The third chapter is the current situation of domestic supportive employment development, which mainly analyzes the development of supportive employment in Beijing, Hunan Province and Guangdong Province. Chapter four, while affirming the development of domestic supporting employment, analyzes the existing problems and reasons. The fifth chapter introduces the development of supporting employment of disabled persons abroad, analyzes the development experience of supporting employment, and summarizes the enlightenment to domestic development according to the actual situation in China. In the sixth chapter, on the basis of the current situation and foreign experience, the author puts forward the strategy of domestic supporting employment development.
