大数据环境下城市社区管理创新模式研究

【摘要】：社区是社会肌体结构的基本细胞,城市社区是一个城市的基本单元,是满足居民需求的第一社会空间,也是党和各级政府政策实施、管理到位和服务落实到基础的平台。大数据(Big Data)作为一种巨量的、多类型的高速的数据集,通过对数据的筛选、处理,提炼出有价值的信息资产。大数据是继互联网、物联网、云计算之后又一新的技术革命。对城市社区管理来说,大数据不仅是提升社区管理能力的一条技术路径,也必然助推公共管理与公共服务领域的变革。论文首先阐述了大数据及城市社区管理的基本理论,接着综述当前我国城市社区管理的现状以及所面临的问题,并以北京市朝阳区社区管理为例做大数据的案例分析,在此基础上提出城市社区管理创新模式的构建,最后给出在大数据环境下城市社区管理的对策建议。第一部分,引言部分,主要从研究背景及研究意义,国内外研究现状、研究内容及研究方法、以及技术路线和创新点等方面,从整体上介绍论文的研究目的及意义,体现文章的应用性价值。第二部分,该部分重点从概念界定及理论基础方面,阐述大数据的内涵、特点及作用,以及城市社区管理的相关概念界定,指出该论文的理论支撑,主要从政府干预与政府失灵、社会福利理论、社会治理理论出发,展开下文。第三部分,主要概述了我国城市社区管理的现状及问题。社区管理系统的大体轮廓已初具雏形,但面临着大数据的冲击,社区管理数据资源共享程度低、决策失误和执行阻塞频现、社会监测体系和预警系统不完善等问题依然存在。第四部分,这部分从理论结合实践的论证角度出发,以北京市朝阳区为例,剖析大数据在城市社区管理中的具体应用,介绍了朝阳区“全模式”社会治理体系的内涵及理论框架,并重点分析了该模式下社区管理创新实践——文明社区管理中,大数据的精细化、系统化运作。第五部分,结合朝阳区文明社区管理的实例分析,在大数据及“互联网+”的大背景下,社区管理应该遵循的基本原则及其发展方向,最后具体从管理理念、管理手段、管理能力、管理过程四个维度建构新的社区管理模式。第六部分,基于大数据下朝阳区全模式社会治理体系的阐述,以及该模式下社区管理创新实践——网络社会建设的具体内容和业务流程,该部分针对我国城市社区的发展现状,创新地提出了城市社区管理的对策选择,主要从顶层设计、法制法规、数据积累和挖掘、数据公开、构建安全网、人才资金等方面提供建议。第七部分,论文的总结和展望部分,大数据是一次颠覆性的技术革命、社会革命,为城市社区管理模式创新带来了新的机遇和挑战。论文提出了城市社区管理的新模式,并对社区建设提出了应对之策,有一定的研究意义,但实践操作性有待考证。
[Abstract]:Community is the basic cell of social body structure, urban community is the basic unit of a city, it is the first social space to meet the needs of residents, and it is also a platform for the implementation, management and service implementation of the policies of the Party and governments at all levels. Big data (Big Data) as a large number of multi-type high-speed data set, through the data screening, processing, extraction of valuable information assets. Big data is a new technological revolution after the Internet, the Internet of things and cloud computing. For urban community management, big data is not only a technical path to improve the ability of community management, but also inevitably promotes the reform of public management and public service. This paper first expounds the basic theory of big data and urban community management, then summarizes the current situation and problems of urban community management in China, and takes the community management in Chaoyang District of Beijing as an example to make a case study of big data. On this basis, this paper puts forward the construction of the innovation mode of urban community management, and finally gives the countermeasures and suggestions of urban community management under the environment of big data. The first part, the introduction, mainly introduces the research purpose and significance of the paper as a whole from the aspects of research background and significance, research status at home and abroad, research content and research methods, as well as technical route and innovation. It reflects the applied value of the article. In the second part, this part focuses on the connotation, characteristics and functions of big data from the aspects of concept definition and theoretical basis, as well as the definition of related concepts of urban community management, and points out the theoretical support of this paper. Mainly from the government intervention and government failure, social welfare theory, social governance theory, launched the following. The third part mainly summarizes the present situation and problems of urban community management in China. The general outline of community management system has begun to take shape, but facing the impact of big data, the degree of community management data resource sharing is low, decision-making errors and implementation blockages are frequent, social monitoring system and early warning system are not perfect and so on. The fourth part, from the point of view of combining theory with practice, takes Chaoyang District of Beijing as an example to analyze the specific application of big data in urban community management. This paper introduces the connotation and theoretical framework of the "whole model" social governance system in Chaoyang District, and analyzes on the fine and systematic operation of big data in the civilized community management, which is the innovation practice of community management under this mode. The fifth part, combined with the example analysis of civilized community management in Chaoyang District, under the background of big data and "Internet", the basic principles and development direction of community management should be followed, and finally, from the management concept and management means, Management ability, management process four dimensions to construct a new community management model. The sixth part, based on the exposition of the whole model social governance system of Chaoyang District under big data, as well as the concrete content and business process of the network society construction, which is the innovation practice of community management under this mode, aims at the present situation of the development of the urban community in our country. This paper innovatively puts forward the countermeasures and choices of urban community management, mainly from the top-level design, legal laws and regulations, data accumulation and mining, data disclosure, the construction of safety net, talent funds and so on. In the seventh part, the summary and prospect of the paper, big data is a subversive technological revolution, social revolution, for the innovation of urban community management model has brought new opportunities and challenges. This paper puts forward a new mode of urban community management, and puts forward some countermeasures for community construction, which has certain research significance, but the practical operation needs to be verified.
