承德市城市规划管理中的公众参与问题研究

【摘要】：伴随着改革开放的不断深入,我国城市化进程不断加快,城市规划作为城市建设的龙头,越来越被我国各级政府所重视,但与此同时,各地在城市规划管理过程中出现的乱拆乱建、破坏历史文化环境、生态环境等问题,说明一个合理有效的城市规划管理过程不能过于强调政府主导而忽视其它参与主体,即应该引入适当的公众参与。如何使城市规划中的公众参与成为政府主导的有力补充,来保证城市规划决策的合理、有效、公平,是当前我国政府急需解决的问题。河北省承德市城市规划管理中的公众参与问题具有较强的代表性,以承德市为研究对象,对这一问题进行研究,具有较强的现实意义。论文首先提出了课题的来源和意义、阐述了国内外发展现状并对相关概念进行解释,打下理论性基础,然后通过对承德市城市规划管理现状的总结分析、结合实例,归纳了其中公众参与的问题并分析其原因,最后,通过借鉴西方发达国家和国内先进城市在公众参与城市规划管理方面的先进做法,并结合承德市的具体实际,有针对性的给出加强承德市城市规划管理中的公众参与的对策。论文采用文献分析法收集整理国内外关于公众参与城市规划管理方面的文献资料为论文提供理论支持;采用归纳总结法归纳总结出先进国家和先进城市在加强城市规划中的公众参与方面的先进经验;用实证研究法对承德市城市规划管理中公众参与不足的问题进行分析,并指出这些问题背后的深层次原因。
[Abstract]:With the deepening of reform and opening up, the process of urbanization in China is accelerating. As the leader of urban construction, urban planning has been paid more and more attention by governments at all levels in our country, but at the same time, The problems of random demolition and construction, destruction of historical and cultural environment and ecological environment in the process of urban planning and management in various localities show that a reasonable and effective process of urban planning management should not place too much emphasis on government-led and ignore other participants. That is, appropriate public participation should be introduced. How to make the public participation in urban planning a powerful supplement led by the government to ensure that the decision-making of urban planning is reasonable, effective and fair is an urgent problem to be solved by the government of our country at present. The problem of public participation in urban planning and management in Chengde City, Hebei Province is highly representative. Taking Chengde City as the research object, it is of great practical significance to study this problem. This paper first puts forward the source and significance of the subject, expounds the present situation of development at home and abroad, explains the related concepts, and lays a theoretical foundation, and then through the summary and analysis of the present situation of urban planning and management in Chengde City, combined with examples, This paper sums up the problems of public participation and analyzes its reasons. Finally, by drawing lessons from the advanced practices of western developed countries and domestic advanced cities in public participation in urban planning and management, and combining with the specific reality of Chengde City, The countermeasures to strengthen the public participation in the urban planning management of Chengde City are given. In this paper, the literature analysis method is used to collect and collate the literature on public participation in urban planning management at home and abroad to provide theoretical support for the paper. By using the method of induction and summary, this paper sums up the advanced experience of advanced countries and advanced cities in strengthening public participation in urban planning. This paper analyzes the problem of insufficient public participation in the urban planning management of Chengde City by means of empirical research, and points out the deep-seated reasons behind these problems.
