中国媒体外交在马拉维的开展及成效

马拉维的官方名称是马拉维共和国,是一个位于非洲东南部的内陆国家,人口约1800万人。2007年12月马拉维政府与中华人民共和国建立双边关系,并分别于2008年1月和3月在利隆圭和北京设立了大使馆,拉开了中马两国协同合作、友好发展的新篇章,对两国发展大有助益。媒体外交具备了公共外交的许多特征,主要通过媒体来传播和获取信息从而促进外交关系的发展,是新媒体时代公共外交的重要组成部分。自两国建交后,中国就开始对马拉维进行了多种形式的媒体外交,尤其在过去的5年里,中国媒体外交的开展更胜以往。本文意在探究中国媒体外交开展的有效性及其实施路径。在该研究中,研究者深入分析了中国对包括马拉维和其他非洲国家所采取的媒体外交手段。可以看出,媒体外交工作的开展涉及内容制作、内容发布、基础设施建设、专业培训和直接投资等方面,具体开展方式会因国家而异。一些国家可能受益于基础设施建设,另一些国家可能受益于内容的发布。中国媒体和一些电信公司已经遍布非洲大陆,这一定程度上体现了北京“走出去”政策,使数百万的非洲人都有可能接触到中国媒体。当前,非洲公众通过媒体外交获得了大量关于中国文化的知识,这种机会超过了以往任何时期。...
