国际关系与合作部在南非公共外交中的作用(2013-2018)

  1994年南非结束种族隔离后举行第一次民主选举,此后,采取了积极主动的措施,改变其国际形象和声誉。这些措施的目的是改变国际社会对南非的看法,即从一个不平等、种族歧视的国家变成一个重视人权并为世界提供许多机会的国家。南非政府以公共外交作为其新外交政策的工具,塑造该国的良好形象。结束种族隔离20多年后,公共外交在南非占有重要地位,2012年9月南非通过的《2030年国家发展规划》就表明了这一点。由于国际关系与合作部参与了南非的公共外交活动,本研究旨在了解国际关系合作部是如何开展公共外交的。本文的研究问题是:自从参与《2030年国家发展计划》以来,国际关系与合作部如何运作,以实现该计划所要求的任务,即:“制定一项不仅仅包括沟通功能的更复杂的公共外交战略”。这就引出了两个相应的问题:第一,国际关系与合作部为响应国家发展计划的号召而制定的公共外交战略是什么?第二,这一战略包括哪些措施,它带来了哪些进展以及它们的局限性是什么?为了回答这个研究问题以及与之相关的问题,本研究使用了一手和二手资料。一手资料来源包括南非国际关系和合作部的文件以及政府和有关部委印发的相关文件。二手资料来源包括与研究有关的书...
