蒙古国经济特区政策评估

　　最近,该地区经济最重要的因素之一是经济特区,这些特区已经在国外成功运作了几十年。今天,经济特区存在于英、美、法、日等高度发达国家、新兴工业化国家、发展中国家和向市场经济过渡的国家。据估计,世界上大约有1.2万个经济特区,约有10%的世界贸易通过经济特区进行。在世界其他发展中国家经济特区成功的基础上,蒙古提出了建立经济特区的要求,因此,1995年议会根据第87号决议通过了题为“建立自由经济区的概念”的建议。2002年,议会通过了《自由区法》。经法律批准,目前在蒙古国设立了3个项目（1个经济特区,2个自由贸易区）。改革的成功在很大程度上取决于在优先领域熟练地执行工业和区域政策。在目前的形式下,蒙古经济特区计划存在严重的概念和操作上的缺陷,这与这些计划在其他国家的失败高度相关。我们认为,无视从国际经验中吸取的教训是不值得的。必须切实加强法律和监管框架,使该项目达到国际竞争力标准和适当定位。在世界实践中,经济特区也被认为是国家投资政策的组成部分,在那里可以检验新的经济管理机制。,吸引投资机会优先发展产业,确定创新型、节约资源、社会导向的经济性质。在评估设立经济特区对区域经济发展的影响时,应考虑...
