　　自哈萨克斯坦独立以来,外交政策一直以扩展国际关系为目标,以根据外交体制解决外交关系中的紧迫问题为基础。众所周知,哈萨克斯坦奉行多向度外交,这一外交政策有助于解决国家在独立时期和巩固国家地位过程中面临的问题。由于多向度外交的推进,哈萨克斯坦共和国已成为世界政治主题下区域性国际关系的参与者。国家领导人精心设计的外交和国内政策,使哈萨克斯坦发展成为中亚地区最为稳定的国家。在苏联解体以来,哈萨克斯坦将自己定位为一个在新的基础上以新的形式向前发展的国家。哈萨克斯坦共和国在中亚的外交活动使其成为中亚地区的领导者。根据哈萨克斯坦的地缘政治地位和经济规模,可以指出,哈萨克斯坦没有机会只关注区域问题。哈萨克斯坦的未来同时在亚洲与欧洲、东方与西方。因此,多向度外交政策消除了对哈萨克斯坦安全的各种威胁,为哈萨克斯坦的变革提供了必要的经济和政治外部条件。外交政策中的一些细微差别会随着世界政治的变化而有所改变,但哈萨克斯坦外交的本质不会改变。并且加权多向度外交有助于显示哈萨克斯坦的经济开放性。因此,哈萨克斯坦的多向度外交并非国家元首的一时兴起,而是哈萨克斯坦作为一个中等的尚不强大的内陆国吸引外国投资的真正需要。
