东亚地区规范对比研究

【摘要】:本文研究的重点是以规范为手段来塑造东亚地区秩序的问题,或者说旨在规定地区规范的概念和作用,探索东亚地区规范的内容、发挥作用的方式和未来的发展方向。本文将规范定义为受到权力支持的、具有集体正义性的集体观念;认为地区规范对于推动地区主义发展起到制度推手、直接动力、确立地区一体化内涵和定义地区一体化深度的作用。 之所以以东亚秩序塑造为研究重点,是因为东亚秩序当前仍处在动态变化中。之所以以规范为研究着手的角度,是因为规范建设以及国内成为东亚各国解决以上地区问题一个普遍依托的手段。本文侧重梳理和分析美国和东盟两个规范制定方在地区规范的制订、推广、接受和内化方面的作用。这两个方面具有很强的比较价值,因为美国一直是规范战略的实施方,美国通过在东亚进行规范建设,成功建立起以自由贸易规范为基础的地区经济秩序和以民主同盟规范为基础的地区政治秩序。冷战后,随着中国和东亚各国地区意识的上升,美国外交政策上也开始体现出对地区规范的认同倾向。东盟各国实力都很弱小,即便东盟十国实力加在一起,在经济、军事、文化等各个领域,其实力也无法与东亚地区的主要参与国家抗衡。但是,正是东盟获得了周边国家中国、日本、韩国的支持,将“东盟方式”推广成为东亚地区的新型规范。 在新时期,这两方面的规范都受到了挑战。美国主导的自由贸易规范已经成为全球经济秩序的依托,虽然美国、欧洲等自由贸易主流国家出现了贸易保护主义倾向,自由贸易的主导地位不会受到影响。真正的挑战在于政治和安全方面。由于东盟机构本身的制度脆弱性和东盟总体实力的弱影响力,东盟的共同安全规范缺乏足够的权力支持。而美国主导的民主同盟来自冷战时代的意识形态对抗观已经不能适应新安全问题为主的东亚地区需求。 最后,本文落脚到地区规范研究对于中国外交工作的意义。发展中的中国在东亚地区有着关键利益,因此需要参与搭建地区秩序建设。本文的主要政策主张是中国以规范为参与手段,支持和而不同哲学思想指导下的共同安全规范,并建立在新安全观基础上的整体安全规范。 总之,本文旨在以地区规范为研究视角,研究规范生成、扩散、内化及退化的生命周期理论以及每个阶段的关键要素,分析美国和东盟如何制定、推广符合自己利益的规范,以及中国如何能借助规范手段推进国家利益。从整体结构和内容来看,本文重点使用了演绎的研究方法。
[Abstract]:The focus of this study is to use norms as a means to shape the East Asian regional order, or to define the concept and role of regional norms, to explore the content of the norms in East Asia. The way to play a role and the future development direction. This paper defines the norm as the collective concept of collective justice supported by power; It is believed that regional norms play an important role in promoting the development of regionalism, promoting the development of regionalism, establishing the connotation of regional integration and defining the depth of regional integration. The focus of the study is that the order of East Asia is still in dynamic change. Because the norm construction and domestic become the East Asian countries to solve the above regional problems a universal means. This paper focuses on the United States and ASEAN two standard-makers in the formulation and promotion of regional norms. The role of acceptance and internalization. These two aspects have a strong comparative value, because the United States has been the implementation of normative strategy, the United States through the norm in East Asia. The regional economic order based on the norms of free trade and the regional political order based on the norms of democratic alliance were successfully established. After the Cold War, the regional consciousness of China and East Asian countries rose. The United States foreign policy also began to reflect the identity of regional norms. ASEAN countries are very weak strength, even if the strength of ASEAN 10 countries together, in the economic, military, cultural and other fields. However, ASEAN has won the support of neighboring countries such as China, Japan and South Korea to promote the ASEAN approach as a new standard in East Asia. In the new era, both of these norms have been challenged. U.S.-led free trade norms have become the basis of the global economic order, although the United States. Protectionist tendencies have emerged in mainstream free trade countries such as Europe. The dominance of free trade will not be affected. The real challenge lies in the political and security aspects... Due to the institutional fragility of the ASEAN institutions themselves and the weak influence of ASEAN's overall strength. The common security norms of ASEAN lack sufficient power support, and the US-led democratic alliance can no longer meet the needs of the East Asian region, which is dominated by new security issues, and the ideological antagonism of the Cold War era has not been able to meet the needs of the East Asian region. In the end, this paper focuses on the significance of the study of regional norms for China's diplomatic work. The developing China has a key interest in East Asia. Therefore, it is necessary to participate in the construction of regional order. The main policy of this paper is to support the common security norms under the guidance of harmony but different philosophies under the guidance of norms as a means of participation in China. And on the basis of the new security concept of the overall safety norms. In a word, the purpose of this paper is to study the life-cycle theory of normative generation, diffusion, internalization and degradation as well as the key elements of each stage from the perspective of regional norms, and to analyze how the United States and ASEAN make it. From the perspective of the whole structure and content, this paper focuses on the deductive research method.
