欧洲农村运动及其对我国农村治理创新的启示

【摘要】：为了应对农村地区的经济、社会和环境衰退,欧洲通过制定各级发展规划、创新农村治理结构、建立沟通交流平台、发扬传统文化精神等方式,对农村社会进行再组织,极大地改善了农村的经济状况和自然环境。欧洲农村运动在各国的组织形式和活动方式,既有"自上而下"的农村议会模式,也有"自下而上"的层级模式,还有个别国家独特的结构创新模式。中国的农村治理也遇到了与当时欧洲类似的问题,欧洲农村运动既统一又灵活的农村治理方式,对解决当代中国农村治理问题具有重要的启示和借鉴价值。
[Abstract]:In order to cope with the economic, social and environmental recession in rural areas, Europe reorganizes rural society by formulating development plans at all levels, innovating rural governance structures, establishing communication platforms, and carrying forward the spirit of traditional culture. Greatly improved the rural economic situation and natural environment. The organization and activities of the European rural movement in various countries include the "top-down" rural parliament model, the "bottom-up" hierarchical model, and the unique structural innovation model of individual countries. China's rural governance also encountered similar problems with Europe at that time. The European rural movement is unified and flexible rural governance, which has important enlightenment and reference value to solve the problems of rural governance in contemporary China.
