个体能力培养导向的社会福利制度研究

【摘要】： 西方国家福利制度的创设,对人类社会的进步起到了积极的作用。但到了上世纪七八十年代,传统福利模式的负面效应开始积累,导致各种社会危机的加剧。本文从反贫困角度对西方福利国家传统的“家长式”福利成效甚微的原因进行了剖析,并对根源于“第三条道路”“社会投资国家”“资产福利政策”等积极福利思想的个体能力培养导向的社会福利制度进行了深入研究和探讨。个体能力导向的社会福利制度建构的理念与我国的科学发展观有相吻合之处,建设社会主义和谐社会的伟大历史进程也对我国福利体制改革提出了更高要求。如何借助这一有力武器促进社会转型期的平稳过渡以及在世界金融风暴中迅速恢复经济生机,将改革成果最大限度转化为全民性的共享利益将成为社会政策领域的一大中心议题。为了给建构科学、合理的个体能力导向的社会福利制度提供有价值的建议和理论支持,本文结合对传统福利制度弊端的反思,细致深入地研究了能力导向福利制度的思想内核及其结构,主要工作如下：以对传统福利国家制度弊端的研究为出发点,分析了其在当代经济社会生活中的“滞后性”,明确建构新型福利制度的必要性；以“第三条道路”、“社会投资国家”、“资产福利政策”等为代表的积极福利思想为理论基础,探讨了个体能力培养导向的社会福利制度出现的必然性及其形成过程；对个体能力培养导向的社会福利制度的两大组成部分——“可持续生计”、“发展导向的资产福利政策”进行了介绍,提出了具体实施措施并进行效用分析,达到对有关政策部门提供有一定参考价值的分析研究；针对我国具体发展国情和福利制度实施现状,对个体能力培养导向的社会福利制度的本土化进行了深入探究,提出了建立个体能力导向福利国家的基本路径。
[Abstract]:The creation of welfare system in western countries has played a positive role in the progress of human society. However, in the 1970s and 1980s, the negative effects of the traditional welfare model began to accumulate, leading to the intensification of various social crises. From the perspective of anti-poverty, this paper analyzes the reasons why the traditional "paternalistic" welfare of western welfare states has little effect. The social welfare system, which is rooted in the "third way", "social investment state" and "asset welfare policy", is deeply studied and discussed. The concept of individual capability-oriented construction of social welfare system coincides with the scientific development view of our country. The great historical process of building a harmonious socialist society also puts forward higher requirements for the reform of our welfare system. How to use this powerful weapon to facilitate the smooth transition of social transition and the rapid restoration of economic vitality in the midst of the world financial turmoil, It will become a central issue in the field of social policy to maximize the transformation of reform results into the shared interests of the whole people. In order to provide valuable advice and theoretical support for the construction of a scientific and rational individual capability-oriented social welfare system, this paper reflects on the drawbacks of the traditional welfare system. This paper studies the ideological core and structure of the ability-oriented welfare system in detail and deeply. The main work is as follows: based on the study of the drawbacks of the traditional welfare state system, this paper analyzes its "lag" in the contemporary economic and social life. Make clear the necessity of constructing new welfare system, take "the third way", "the social investment state", "asset welfare policy" as the representative positive welfare thought as the theoretical foundation, This paper probes into the inevitability and forming process of the social welfare system guided by the individual ability cultivation, and discusses the two major components of the social welfare system oriented by the individual ability cultivation-"sustainable livelihood". The "development-oriented asset welfare policy" is introduced, the specific implementation measures are put forward and the utility analysis is carried out, so as to provide some reference value to the relevant policy departments. In view of the specific development situation of our country and the present situation of the implementation of welfare system, the localization of individual ability training oriented social welfare system is deeply explored, and the basic path of establishing individual ability oriented welfare state is put forward.
