非洲萨赫勒地区问题:国际社会的努力及挑战

【摘要】：近年来,萨赫勒地区问题引起了国际社会的严重关切。以联合国、西共体、非盟、欧盟等全球和地区组织以及法国、美国、中国等大国为代表的国际社会,为解决萨赫勒地区问题做出了多种努力。但由于问题本身具有复杂性、多维性和跨境性的特点,国际社会面临如何加强自身能力建设与协同应对、尊重非洲地区人民的自主权、在兼顾安全与发展的同时更加关注解决根源性问题以及警惕外部势力借解决地区问题之机使"新干涉主义"在非洲合法化等诸多挑战。面对一些西方大国以反恐名义不断扩大其在非洲的军事力量和影响力,中国如何在坚持不干涉他国内政的原则下,充分利用联合国安理会的活动平台,加强与非盟和西共体等非洲区域和次区域组织的沟通和磋商,积极参与非洲区域和平与安全建设,既维护中国在非洲不断发展和深入的经济和政治利益,也有力支持非洲地区国家实现政治稳定与经济发展,是中国对非外交面临的新挑战。
[Abstract]:In recent years, the problem of the Sahel region has aroused serious concern of the international community. The international community represented by the global and regional organizations such as the United Nations, the West African Community, the African Union and the European Union, as well as France, the United States and China, has made various efforts to solve the problems in the Sahel region. However, due to the complexity, multidimensional and cross-border nature of the problem itself, the international community is faced with how to strengthen its own capacity-building and coordinated responses and to respect the autonomy of the people of the African region, While considering security and development, we should pay more attention to solving root problems and be vigilant against many challenges such as legalization of "neo-interventionism" in Africa by external forces taking the opportunity of solving regional problems. In the face of the continuous expansion of military power and influence in Africa by some western powers in the name of counter-terrorism, how can China make full use of the platform of activities of the UN Security Council while adhering to the principle of non-interference in the internal affairs of other countries? Strengthening communication and consultation with African regional and subregional organizations, such as the African Union and the West African Community, and actively participating in the construction of peace and security in the African region, thus safeguarding China's continuous development and in-depth economic and political interests in Africa, It also strongly supports African countries to achieve political stability and economic development, which is a new challenge facing China to Africa diplomacy.
