【摘要】：地质遗迹是大自然给人类创造并遗留下来的珍贵的、不可再生的自然遗产之一,是人类赖以生存的地质环境的重要组成部分,作为洞察地球及其环境演变的窗口,具有多方面的价值。首先,它们是地球沧桑巨变和重大事件的最好见证,是地球的历史书,具有很高的科学研究价值和历史文化价值;同时,作为大自然的杰作,许多地质遗迹由于其景观功能而成为风景名胜区、旅游区主要的构景要素,具有很强的旅游观光、美学欣赏价值。可见,地质遗迹是一种具有多重属性的独特的自然资源,需要在科学保护的前提下,合理开发其多重价值,实现资源本身的持续利用和永续发展。湖南省幅员辽阔,在漫长的地质历史时期,孕育、形成、发展并遗留下丰富的地质遗迹。如张家界世界地质公园等。这些地质遗迹都具有重要的科学研究价值和美学观赏价值,极需合理保护和开发。但是,随着人类活动强度、范围的增加以及地质遗迹地域经济发展的需求,地质遗迹保护和利用的矛盾日益突出,大量弥足珍贵的地质遗迹遭到破坏,甚至一些遗迹已永远消失,还有一些遗迹由于认识不清或不合理的利用与配置,并未发挥其应有的作用。文章通过对湖南省地质遗迹资源保护与利用的研究,提出了适于湖南省地质遗迹资源保护与开发利用的对策和建议:坚持有效保护、合理利用的原则,“在保护中开发,在开发中保护”;完善地质遗迹保护利用的基础工作;成立地质遗迹建设的组织领导机构;为地质遗迹保护提供固定的资金来源;建立健全地质遗迹保护的相关管理制度;加强地质遗迹保护宣传力度;开展地质遗迹保护利用工程建设。
[Abstract]:Geological remains are one of the precious, non-renewable natural legacies created and left by nature to mankind. They are an important component of the geological environment on which mankind depends, and serve as a window into the evolution of the Earth and its environment. Have many aspects of value. First of all, they are the best testimony to the vicissitudes of life and major events of the earth, the history books of the earth, which are of great scientific and historical and cultural value; at the same time, as masterpieces of nature, Many geological relics have become scenic spots because of their landscape functions. The main elements of the tourist areas are tourist sightseeing and aesthetic appreciation. It can be seen that geological remains are unique natural resources with multiple attributes, which need to be rationally exploited under the premise of scientific protection to realize the sustainable utilization and sustainable development of resources themselves. Hunan Province has a vast territory. It is pregnant, formed, developed and left behind abundant geological relics in the long geological history. Such as Zhangjiajie World Geopark, etc. These geological relics have important scientific research value and aesthetic ornamental value, which need to be protected and developed reasonably. However, with the intensity of human activities, the increase in scope and the need for regional economic development of geological relics, the contradiction between the protection and utilization of geological relics has become increasingly prominent, and a large number of precious geological relics have been destroyed. Even some relics have disappeared forever, others have not played their due role due to unclear understanding or unreasonable utilization and allocation. Based on the study of the protection and utilization of geological relics resources in Hunan Province, this paper puts forward some countermeasures and suggestions suitable for the protection and exploitation of geological relics resources in Hunan Province: adhering to the principles of effective protection and rational utilization, To protect in development "; to perfect the basic work of protection and utilization of geological relics; to set up a leading organization for the construction of geological relics; to provide a fixed source of funds for the protection of geological relics; to establish and improve the relevant management system for the protection of geological relics; Strengthen the propaganda of geological relics protection, and carry out the construction of geological relics protection and utilization projects.
