【摘要】：正大生纱厂开车前后,大量物料需要购买,其中燃料、机件等物资需要从上海转运至南通,运输船须向"江海大关"缴纳税款。此时的江海关,已经建立了外籍税务司制度,但外籍税务司主要管辖江海关的夷税征收事宜。苏松太兵备道作为江海关的管辖官员,依然拥有华税的征收权。持有苏松太兵备道颁发的护照,缴纳税款后,船只可径出吴淞口运往南通。
