【摘要】：邓小平国家治理思想内涵丰富,重点回答了由谁治理和怎样治理两大基本问题,有力地推进了当代中国国家治理现代化的历史进程。在国家治理的主体向度上,他强调加强和改善党的领导,实行党政职能分开,调动地方、企业和人民群众的积极性;在国家治理的方式向度上,他强调不搞运动,加强社会主义民主,健全社会主义法制,依靠制度治理国家。在新的历史条件下,邓小平的国家治理思想对推进国家治理体系和治理能力现代化仍具有重要的价值和启示:党的领导是实施有效国家治理的根本保证;发挥各治理主体的作用是现代国家治理的重要标志;克服"运动式治理"是建立现代国家治理的前提;民主和法制是现代国家治理的主要手段。
[Abstract]:The thought of national governance of Deng Xiaoping is rich in connotation, which focuses on answering the two basic questions of who governs and how to govern, and powerfully advances the historical process of the modernization of state governance in contemporary China. In terms of the principal aspect of state governance, he emphasized strengthening and improving the party's leadership, implementing the separation of party and government functions, and mobilizing the enthusiasm of localities, enterprises, and the masses of the people; in terms of the way in which the country was governed, he stressed that no movement should be carried out. Strengthen socialist democracy, perfect socialist legal system, rely on system to govern the country. Under the new historical conditions, Deng Xiaoping's thought of national governance still has important value and enlightenment to promote the modernization of national governance system and governance ability: the leadership of the Party is the fundamental guarantee of effective national governance; It is an important symbol of modern state governance to play the role of the main body of governance, to overcome the "sport governance" is the premise of establishing modern state governance, and democracy and legal system are the main means of modern state governance.
