论邓小平对新解放区土改政策转变的历史贡献——重温《贯彻执行中共中央关于土改与整党工作的指示》

【摘要】：1947年秋,刘伯承、邓小平率领晋冀鲁豫野战军主力挺进大别山,开辟新解放区。为了在大别山站稳脚跟,邓小平把土地改革作为创建根据地的有力武器,紧密结合当地实际情况,以敏锐的洞察力、坚定的原则精神、细致周密的观察思考,亲自起草了《贯彻执行中共中央关于土改与整党工作的指示》(即"六六指示")。"六六指示"系统地提出了新区农村土改的工作方针和策略步骤,即在中原地区实行分区域、分阶段的"双减"土地改革政策,将新区分为三个不同区域采取不同的调整政策,坚决纠正土改中"左"的错误倾向和城市工作中的"左"倾偏向,从而为中共中央关于新区土改工作政策的转变和确立作出了重要贡献。"六六指示"蕴含着丰富的政策、策略思想,显示了强烈的务实性和人民性,彰显了邓小平依靠群众、一切从实际出发、大胆实践、心系民生的优秀品格。
[Abstract]:In the autumn of 1947, Liu Baicheng and Deng Xiaoping led the main force of the Jin Hebei Shandong Henan field army to Dabie Mountains and opened a new Jiefang District. In order to keep a stable heel in Dabie Mountains, Deng Xiaoping took land reform as a powerful weapon to create a base area, closely combined with the actual situation in the local area, with a keen insight, firm principle and meticulous observation and thought. The guidelines for the implementation of the Central Committee of the Communist Party of China on the work of land reform and Party consolidation ("66 instructions") have been drafted. The "66 instructions" systematically put forward the working principles and strategic steps of rural land reform in the new area, namely, the implementation of the sub region in the Central Plains and the "double subtraction" policy of "double subtraction" in the Central Plains, and to divide the new areas into three different regions and take different adjustments. The policy, resolutely correct the "left" wrong tendency in the land reform and the "left" deviation in the work of the city, has made important contributions to the transformation and establishment of the policy of the local reform of the new area of the Communist Party of China. "66 instructions" contain rich policies and strategic ideas, showing strong pragmatism and people's nature, showing that Deng Xiaoping relies on the masses, All proceed from reality, practice boldly, and cherish the good character of people's livelihood.
