【摘要】：中国共产党是我们国家的执政党，它的执政理念、原则是通过政府的行政行为来实现的。在这个意义层面上，行政艺术对于执政党的理念、原则的实现具有至关重要的意义。 2011年2月，胡锦涛在“省部级主要领导干部社会管理及其创新专题研讨班开班式”上强调，把解决社会的和谐与稳定问题作为重点来抓，创新社会行政管理，不断地去提高社会的科学管理水平。政府行政是对社会的一种管理活动。国内外关于执政党执政方式的研究很丰富，关于政府行政艺术的研究也很多，本文研究政府的行政行为，以及研究政府如何通过行政艺术来体现我们党的执政理念和执政原则。行政艺术是在行政过程中所采取的手段、方法，其运用恰当与否，直接影响执政理念、原则的实现。国外执政党的执政政策、主张和理念，靠行政艺术的具体实施来体现的，通过选举成为执政党重组政府的行政来实现其理念、政策和主张。开展中国共产党作为执政党行政艺术的研究，就是要研究党领导下的政府如何通过行政手段，体现以人为本的思想，实现人性化管理；就是要论证说明改变行政管理的观念，懂得科学化的管理艺术，对于中国共产党作为执政党执政能力来说是不可或缺的重要环节。中国共产党行政艺术运用的是否科学化、民主化，关系到执政地位的稳固，执政党通过行政艺术的实施，来及时调整不符合实际的执政理念和主观因素，，让执政理念更完善，更符合人民的意愿，从而达到巩固执政地位的目的。执政就是执掌国家政权，由一个势力掌握国家的政治大权，中国共产党执政是政府行政的前提。行政是行使国家行政权力，管理国家和社会的事务。党执政和政府行政在我们国家本质是一致的，因为我们国家是中国共产党领导的多党合作与政治协商制度，中国共产党不仅是执政党,而且是处于领导地位的、领导各民主党派的党。各民主党派是参政党,不是在野党，更非反对党，它是接受中国共产党领导并与中国共产党长期合作的政党。就现实情况而言，中国共产党是全国人民的领导核心，领导立法，带头执法，不超越宪法和法律。根据党的性质和宗旨，决定了中国共产党执政的目的是为最广大人民的根本利益服务的。政府机关依法行政，是在贯彻党执政为民的主张，中国共产党通过国家意志表现党的意志，党的主张与国家意志具有统一性，都是为人民服务的。政府的行政行为是党执政理念的具体体现，政府行政行为要根据党的意图来组织实施,体现中国共产党的执政理念、原则，中国共产党的执政理念是立党为公、执政为民。政府的行政行为就要为人民执政、全心全意为人民服务的。作为执政党的中国共产党，行政的好坏，关系到执政理念、原则的实现。行政艺术是行政好坏的一个关键，因此，行政艺术展开的实施，一定要体现执政理念和原则。行政艺术的执行者，在各个部门体现的是行政领导的艺术。民主执政是共产党执政理念，政府的行政领导艺术就要体现为人民执政、靠人民执政的执政理念。中国共产党来自人民，服务于人民，共产党之所以能取得执政地位，关键在于得到广大人民的支持，只有紧紧依靠人民群众，党才能继续执政好政权。政府要密切与群众的关系，依靠群众，了解和贴近社情民意,使党关注民生的意愿通过政府的行政行为表现出来，这样的政府行政艺术的方法，更符合客观实际，更让群众接受和满意。通过开展政府行政艺术的研究，消除那些在政府行政行为过程中偏离党执政理念的观念，纠正不符合客观实际的手段、方法，平衡各种矛盾和冲突,从而使中国共产党执政党得到广大人民的支持，继续执政好政权，保持社会稳定与和谐的发展。笔者认为，行政艺术的核心是领导艺术。领导方法艺术化是领导艺术魅力的体现，是领导在实践中与个人体验的产物。行政领导魅力的提升，是行政领导水平提高的一部分。行政领导魅力是构成行政领导艺术的重要因素。中国共产党执政理念、原则是通过行政艺术所采取的手段、方法展现的。要做好行政的艺术化、科学化，就需要有科学的指导思想：牢固树立群众观点是做好党行政艺术的思想基础，贯彻科学发展观是做好党行政艺术的核心，科学行政，要体现以人为本的思想。当前中国共产党在行政艺术中存在着一些不适应新形势要求的执政理念，党四中全会指出“党内存在不少不适应新形势新任务要求，不符合党的性质和宗旨的问题，严重损害党同人民群众的血肉联系”，我们必须在变化中对出现的新问题，研究解决的办法。本论文在研究中发现，当前的个别党员干部对待群众的观念淡薄，“对群众感情不深，很少深入实际、深入基层，不愿做群众工作，有的不掌握群众心理，不了解群众愿望，不熟悉群众语言，工作方法简单、态度生硬、作风粗暴，不会做群众工作，不采用各种手段和方法，或说明情况，或纠正错误。随着社会的进步，传统行政方式不适应新形势下的变化，需要我们中国共产执政党进行行政的艺术化，需要行政艺术的新变革：新形势下传统行政方式的变革要求，执政党行政历史方位的变化有待提升行政艺术，社会群体分化有待执政党修炼和提升行政的艺术，现代化发展要求执政党的行政方式艺术化。政府行政水平是我们党执政能力的重要体现。提升我们党的执政能力，就是要提高政府的行政能力，而行政艺术是政府行政水平的重要标志。要想行政更具艺术化，就需要有化解群众矛盾和不满情绪的正确思维方式，需要与群众建立起互动的模式，推行艺术化行政。要做到行政艺术，就需要讲究有效的方法，去不断地创新新形势下中国共产党作为执政党工作的方式方法。行政理念是中国共产党作为执政党的灵魂，是党行政活动的指南，是党科学行政的理论武器，它对于本论文研究执政党艺术、科学的行政具有指导实践的意义。对推进执政党行政的艺术化、科学具有现实的意义，是构建党行政艺术的科学化体系的不可分割的一部分。充分显示了执政党行政的理念，体现了我们党全心全意为人民服务的根本宗旨，体现了胡锦涛总书记的“以人为本”的科学发展观的思想。它是马克思主义的方法论与实践论的体现，是在不断实现着、丰富着马克思主义的中国化。
