【摘要】：可持续发展的本质是实现经济、社会、资源和环境的协调发展,在满足当代人需要的同时,不损害后代人的需求和利益。由于不同区域其资源禀赋、环境条件和经济社会发展之间存在较大区别。因此,对可持续发展和可持续发展战略的研究需要落实在一个特定的区域上。近年来,随着区域可持续发展相关研究的不断深入和区域可持续发展战略的具体实施,人们越来越意识到,区域可持续发展能力是区域可持续发展战略目标实现的前提和基础,它从根本上决定着可持续发展战略实施的方向和落脚点及其实现程度,集中体现着区域的发展潜力和发展后劲。因此,开展区域可持续发展能力研究,分析其内涵与构成、形成机理、定量评价以及能力建设等,具有重要的理论与现实意义。本文在总结和借鉴前人研究成果的基础上,对科学发展观视域下的区域可持续发展能力进行了较为深入的研究,并得出相应的结论。 (1)区域可持续发展能力作为一个较新的研究领域,其形成与发展也有相应的理论溯源。本文从区域发展理论、可持续发展理论、能力理论和系统科学理论等方面,对区域可持续发展能力的相关理论进行了总结和归纳,从而为本研究分析框架的构建以及后续研究的开展奠定了理论基础。 (2)区域可持续发展能力是一个复杂的系统结构,具有区域性、综合性和复杂性等特征。本文结合上述理论分析,界定了区域可持续发展能力的内涵,运用系统科学的思想和成果,将区域可持续发展能力看作是支撑能力、发展能力、协调能力和持续能力等四个子系统所构成的有机系统,并分析了各子系统的具体构成及其相互作用。在研究方法上,运用专家群体问卷调查和灰色统计分析法,对区域可持续发展能力的构成指标进行量化筛选,明确了区域可持续发展能力的系统构成,同时也为后续评价研究奠定了前提基础。 (3)区域可持续发展能力的形成过程是一个多要素耦合的过程。本文首先分析了区域可持续发展能力形成的逻辑起点,即人类需求的变化和需求缺口的补充对区域可持续发展能力的形成所起到的诱发作用。其次,从信息化、新型工业化、市场化、新技术化和制度优效化等五个方面阐述了区域可持续发展能力形成的推进因素。再次,结合上述两方面的分析,构建了区域可持续发展能力形成的动力机制模型。最后,从区域可持续发展能力各构成子系统间的协同关系和协同度的测量方面,对区域可持续发展能力形成的协同机制进行了分析。 (4)对区域可持续发展能力开展定量评价,可有效识别其进展程度,为可持续发展战略的制定提供科学依据。本文借助上述经过科学检验的指标体系作为区域可持续发展能力评价指标体系,并依据科学性、简单实用性原则构建了综合评价模型,然后,为了验证了评价模型的科学性与合理性,以内蒙古呼、包、鄂三个地区为例,通过数据收集与处理,运用该评价模型,对三个地区的可持续发展能力进行纵向、横向评价,并得出了三个地区可持续发展能力的变化特点和发展规律。 (5)区域可持续发展能力建设的成效、综合支撑作用的强弱在很大程度上决定着区域可持续发展的命运。本文结合区域可持续发展能力建设的内涵与实践,从基础支持能力建设、持续带动能力建设、社会软性能力建设和政府调控能力建设等四方面构建了区域可持续发展能力建设体系,结合各能力建设子系统的特点,系统阐述了其建设内容和建设对策等,从而为有效培育区域可持续发展能力、真正落实区域可持续发展战略目标等奠定基础。 (6)可持续发展能力系统存在于可持续发展力系统之中,并通过可持续发展力,转化为推进可持续发展的现实动力。本文提出了可持续发展力及其系统的概念,解析了其内部潜在支撑力、发展能动力、协调聚集力、互动持续力子系统的关系；构建了原动力、学习力、创新力、科技力和调控力的推进要素体系；研究探讨了可持续发展的动力机制,即从可持续发展力的推进体系,到可持续发展能力推动因素,再将可持续发展能力传导进入可持续发展力系统,最终推进可持续发展系统实现跃迁的基本原理。
[Abstract]:The essence of sustainable development is to realize the coordinated development of economy, society, resources and environment. It does not damage the needs and interests of future generations while meeting the needs of contemporary people. There is a great difference between the natural resources, the environmental conditions and the economic and social development in different regions. In recent years, with the continuous development of regional sustainable development and the implementation of regional sustainable development strategy, people have become more and more aware that regional sustainable development ability is the prerequisite and foundation for the realization of regional sustainable development strategic objectives, which fundamentally determines sustainable development. The direction, the foothold and the realization degree of the implementation of the exhibition strategy focus on the development potential and the strength of the region. Therefore, it is of great theoretical and practical significance to carry out the research on the regional sustainable development capacity and to analyze its connotation and composition, the formation mechanism, the quantitative evaluation and the capacity building.
On the basis of summing up and drawing on the achievements of previous studies, this paper makes a more in-depth study on the regional sustainable development ability of Scientific Outlook on Development in the field of view, and draws the corresponding conclusions.
(1) the ability of regional sustainable development as a new field of research, its formation and development also has a corresponding theoretical source. This paper summarizes and summarizes the relevant theories of regional sustainable development ability from the theory of regional development, the theory of sustainable development, the theory of capacity and the theory of system science. The construction of the framework and the subsequent research have laid a theoretical foundation.
(2) the regional sustainable development ability is a complex system structure, which has the characteristics of regional, comprehensive and complex. This paper, combining the above theoretical analysis, defines the connotation of regional sustainable development ability, and uses the ideas and achievements of system science to regard the regional sustainable development ability as the supporting capacity, the development ability and the coordination ability. The organic system composed of four subsystems, such as the sustainability and so on, is used to analyze the specific composition and interaction of the subsystems. In the study method, the expert group questionnaire survey and the grey statistical analysis method are used to quantify the components of the regional sustainable development capability, and the system of regional sustainable development ability is clarified. It also provides a precondition for subsequent evaluation research.
(3) the formation process of regional sustainable development ability is a multi factor coupling process. Firstly, this paper analyzes the logical starting point of the formation of regional sustainable development ability, namely, the change of human demand and the supplement of demand gap on the formation of regional sustainable development ability. Secondly, from information and new industrialization, In the five aspects of marketization, new technology and system optimization, this paper expounds the advancing factors of the formation of regional sustainable development capability. Thirdly, combined with the analysis of the above two aspects, the dynamic mechanism model of the formation of regional sustainable development ability is constructed. Finally, the cooperative relationship and coordination among the subsystems of regional sustainable development ability are formed. The synergy mechanism of the formation of regional sustainable development capacity is analyzed.
(4) the quantitative evaluation of regional sustainable development ability can effectively identify its progress and provide scientific basis for the formulation of sustainable development strategy. In this paper, the index system which has been tested by science is used as an evaluation index system for regional sustainable development ability, and a comprehensive evaluation is constructed according to the principle of science and simple practicality. Then, in order to verify the scientificity and rationality of the evaluation model, taking the Inner Mongolia Hubei, Bao and Hubei three areas as an example, through data collection and processing, the evaluation model is used to carry out longitudinal and horizontal evaluation on the sustainable development ability of the three regions, and the characteristics and development rules of the sustainable development ability of the three regions are obtained.
(5) the effectiveness of regional sustainable development capacity construction and the strength of the comprehensive support function determine the fate of regional sustainable development to a great extent. This paper combines the connotation and practice of regional sustainable development capacity construction, from the construction of basic support capacity, continuous driving capacity building, social soft capacity construction and government regulation and control capacity construction. The construction of regional sustainable development capacity building system has been constructed in four aspects, and the construction content and countermeasures are systematically expounded in combination with the characteristics of various capacity building subsystems, which will lay the foundation for the effective cultivation of regional sustainable development ability and the real implementation of regional sustainable development strategic objectives.
(6) the sustainable development capacity system exists in the sustainable development power system, and through the sustainable development power, it is transformed into the realistic power to promote sustainable development. This paper puts forward the sustainable development power and the concept of its system, and analyzes its internal potential support, the development power, the coordination of the gathering force, the relationship of the interactive continuous force subsystem. The propulsion, learning, innovation, scientific and regulatory forces are constructed, and the dynamic mechanism of sustainable development is discussed, that is, from the propelling system of sustainable development to sustainable development capability, and the ability to carry the sustainable development ability into the sustainable development system, and finally to promote sustainable development. The basic principle of the extension system to realize the transition.
