【摘要】：目前，我国正在处于社会变革转型的关键时期，原有的国家和社会之间的关系模式不断发生细微的变化。从世界各国政治发展中可以得到，任何执政党的执政理念的运行，执政资源的开发，执政能力的提高都要有一定的政治生存环境与之相适应。自新中国成立以来，中共历届中央和人民政府提出多次建设社会主义农村现代化的伟大构想。中共十六届五中全会又着重指出：当前，中国农村的发展要立足于中国发展的实际，坚持以人为本，坚持科学发展的思想，把社会、经济、文化、政治等建设搞好，使人民生活的要有尊严。党中央、国务院在把握农村社会经济发展时代要求的基础上，对“三农”工作指导思想、方针、战略进一步明确。这表明中国共产党在农村建设各种工作的连续性和稳定性；同时，也进一步充分说明了中国共产党在建设农村工作中对各种工作做出调整和创新，这就要求农村基层组织要充分认识社会主义农村现代化建设的时代行和艰巨性，与党中央在农村建设思想上保持高度一致；做到解放思想，实事求是；更新观念，全心全意为人民群众服务，为社会主义现代化建设服务；最大程度促进人民群众持续增加收入。例如，党要从农村当前的发展实际，帮助人民群众寻找解决当前“三农”发展问题的路子。更要从农村社会发展的全局来考虑、思考问题，研究有效解决“三农”问题的对策。更重要的是党要着眼考虑和思考怎样提高广大人民群众的基本素质，改善人民群众的基本生产条件，为人民群众开辟一条新的增收门路，要有科学发展观的思想意识；城乡统筹发展，经济社会协调发展，人与自然、人与人、人与社会和谐发展。要求党要切实肩负起建设社会主义农村现代化的历史重任，要有明确的指导思想，树立科学的发展观，理清农村发展思路，转变工作观念，多想人民群众需要我们做什么，怎么做？才能为人民群众服务，，走可持续发展路子；在增加人民群众收入的同时，党要引导村民参与农村社会主义现代建设的管理，增强人民群众民主管理意识。在我国，党在执政过程中，在制定农村社会各项方针、政策中，把提高人民群众的生活质量放在突出位置，赢得人民群众的支持和信任。所以党应坚持以下原则：（1）根据农村的实际，党员干部要深入农村调查研究，广泛听取广大人民群众的意见和建议，解决人民群众的困难问题，掌握农村发展的规律和特点，努力做好使党作出各项政策、方针、决策符合农村社会的发展实际，符合广大人民群众的意愿。（2）要从农村发展的实际和现有的条件出发，党在领导农村社会发展过程中，要根据农村发展的自然规律、经济规律和社会发展规律的要求，充分利用科学的、民主的工作方法来制定农村社会发展目标和实施步骤，推动农村社会主义现代化各项建设有计划、有重点地逐步发展。但是党在农村发展中要切忌使用“一刀切”、“一言堂”等错误工作方法。（3）要不断总结成功的经验，分类指导农村工作。注重抓好农村重要工作，及时总结实践经验，不断开创农村社会现代化建设新局面。新中国成立以来，农村各项工作发展经历了曲折和反复，在曲折中中国共产党不断探索中国农村自己的发展道路，运用马列主义、毛泽东思想、邓小平理论、“三个代表”的重要思想和科学发展观来指导中国人民进行社会主义农村现代化建设。在党的领导下，人民群众在农村各项建设中取得了巨大的成就。但我们在建设过程中也存在着这样那样的问题，这就要求我们党总结经验教训，带领广大农民在新的起点上继续努力奋斗，争取更大的胜利，使广大农民群众生活得更有尊严。
