列宁政策过程思想研究

【摘要】：在领导俄共(布)夺权和执掌政权的过程中,列宁围绕政策制定、政策执行、政策评价、政策发展等问题提出了一系列的思想主张,这些思想和主张构成列宁政策过程思想。 本文在辩证唯物主义和历史唯物主义的指导下,运用历史文献、历史与逻辑相统一、归纳演绎等方法,结合俄共(布)的执政实践,对列宁的政策过程思想进行研究。研究内容包括列宁关于政策制定的指导思想、政策制定的前提、政策制定的出发点和关键的思想；关于列宁政策执行的关键点、政策执行的原则、政策执行的方法以及创新点的思想；关于列宁政策评价的马克思主义观点、政策评价的作用以及政策评价的标准；关于列宁政策发展的内容及形式的思想等等。研究重点是列宁关于政策执行和评价的思想。包括政策执行正确与否极为重要；政策执行重在行动而非口号；坚持原则性与灵活性相结合的政策执行原则；群众认识政策是执行政策的基础；政策只能交给群众去执行；政策执行要发挥地方的首创精神；中央要善于应用地方的执行经验；用马克思主义的观点评价政策；政策评价是判断政策效果的有效途径；政策评价是决定政策走向的重要依据；实践是检验政策正确与否的评价标准等等。这些思想主张是列宁在夺权革命及社会主义建设中对政策、策略及其运动规律的认识,从不同层面深刻地揭示了政策科学的规律。列宁的政策过程思想开创了马克思主义关于政策过程理论思想的先河,对我国政策科学发展具有重要启示意义。
[Abstract]:In the process of leading the Russian Communist Party (Czech Republic) to seize power and take over the power, Lenin put forward a series of ideas and ideas about policy making, policy implementation, policy evaluation, policy development and so on. These thoughts and opinions constitute Lenin's policy process thought. Under the guidance of dialectical materialism and historical materialism, this paper studies Lenin's thought of policy process by means of historical literature, unification of history and logic, induction and deduction, and combined with the ruling practice of the Russian Communist Party (cloth). The research contents include Lenin's guiding ideology on policy-making, the premise of policy-making, the starting point and key ideas of policy-making; On the key points of Lenin policy implementation, the principles of policy implementation, the methods of policy implementation and the ideas of innovation, the Marxist point of view on Lenin policy evaluation, the role of policy evaluation and the criteria of policy evaluation; On Lenin's policy development content and form of thought and so on. The research focuses on Lenin's thoughts on policy implementation and evaluation. Including whether the policy implementation is correct or not is very important; the policy implementation focuses on the action rather than the slogan; adheres to the principle of policy implementation combining principle and flexibility; the masses understand that the policy is the basis of the implementation policy; the policy can only be carried out by the masses; The central government should be good at applying the local experience, evaluating the policy from the Marxist point of view, evaluating the policy is an effective way to judge the effect of the policy, and the central government should be good at applying the local experience in the implementation of the policy. Policy evaluation is the important basis to determine the policy direction, practice is the evaluation standard to test the correctness of the policy and so on. These ideas are Lenin's understanding of policies, strategies and laws of movement in the process of power-seizing revolution and socialist construction, and have profoundly revealed the laws of policy science from different levels. Lenin's thought of policy process pioneered Marxism's theory of policy process, which is of great significance to the development of policy science in China.
