胡锦涛农村社会发展思想研究

【摘要】：自20世纪90年代开始,三农问题是我国进行社会主义现代化建设道路上不可回避的“老大难”问题。历届领导集体解放思想,实事求是,力求解决农民的民生问题。以胡锦涛同志为核心的领导集体在继承前人成果的基础上,始终坚持以人为本的执政理念,落实科学发展观,立足我国农村的实际,不断研究新情况新问题,调整政策趋向。我国经过30多年的改革开放,经济保持持续快速增长,进入了两个“反哺”时代,对农村发展加大扶持力度具备了雄厚的经济基础和物质条件。胡锦涛认识到农村的发展事关我国社会主义现代化建设的成败,全面小康的实现要求大力推动农村建设。在科学发展观的指导下,胡锦涛同志把“三农”工作提升到“重中之重”的战略高度,统筹城市和农村的经济社会发展,凝聚社会共识,整合社会力量,以改革创新的精神致力扫除农村发展道路上的体制障碍。加强农村基础设施建设,发展农村经济,完善乡村治理,打造“生产发展,生活富裕,乡风文明,村容整洁,管理民主”的社会主义新农村。形成富有鲜明特征的农村发展思想,透露出清晰的解决三农问题的执政思路,深化了对“三农”问题的认识,对当今我们“三农”问题具有较强的实践指导意义,彰显中国共产党“执政为民,立党为公”的本质特征。我们要大力研究胡锦涛农村发展思想,把握党的执政思想走向,落实党各项农村建设方针政策,解决当前制约我国和谐社会构建的症结,推动社会主义现代化进程。
[Abstract]:Since 1990's, the problem of agriculture, countryside and rural areas has been an unavoidable problem on the road of socialist modernization construction in our country. Successive leaders emancipate their minds, seek truth from facts, and strive to solve farmers' livelihood problems. On the basis of inheriting the achievements of predecessors, the leading group with Comrade Hu Jintao as its core always adheres to the idea of people-oriented governance, implements the scientific development view, bases itself on the reality of our country's countryside, constantly studies new situations and new problems, and adjusts policy trends. After more than 30 years of reform and opening up, China has maintained a sustained and rapid economic growth, entered two "back-feeding" times, and has a strong economic foundation and material conditions for increasing support for rural development. Hu Jintao recognized that the development of rural areas is related to the success or failure of socialist modernization construction in China, and the realization of an all-round well-off society requires vigorously promoting rural construction. Under the guidance of the scientific concept of development, Comrade Hu Jintao promoted the work of "three rural areas" to the strategic height of "top priority", coordinated the economic and social development of urban and rural areas, consolidated social consensus, and integrated social forces. In the spirit of reform and innovation, we strive to remove the institutional barriers on the road to rural development. We should strengthen the construction of rural infrastructure, develop the rural economy, improve rural governance, and build a new socialist countryside with "productive development, rich life, civilized rural style, neat village size and democratic management". The formation of the thought of rural development, which is rich in distinctive characteristics, reveals a clear idea of how to solve the problem of agriculture, countryside and farmers, deepens the understanding of the problem of agriculture, countryside and farmers, and has a strong practical guiding significance to our problem of "agriculture, countryside and countryside" today. Show the Communist Party of China's essential characteristics of "ruling for the people and establishing the Party for the public". We should make great efforts to study Hu Jintao's thought of rural development, grasp the trend of the ruling thought of the Party, implement the principles and policies of the Party's rural construction, solve the crux of restricting the construction of a harmonious society in our country at present, and promote the process of socialist modernization.
