毛泽东关于正确处理人民内部矛盾问题研究

【摘要】：正确处理人民内部矛盾是党和国家政治生活的主题。中国共产党十七届五中全会把“正确处理人民内部矛盾”写进会议公报,并强调要“最大限度激发社会创造活力、最大限度增加和谐因素、最大限度减少不和谐因素,妥善协调各方面的利益关系”。这意味着党和政府把正确处理人民内部矛盾切实提高到维护社会稳定、建设社会主义和谐社会的地位。正确处理人民内部矛盾,有助于提高广大人民群众的积极性和创造性,调动一切可以调动的力量、保证经济良性运行；有助于化解各种不安定因素,保持社会和谐稳定；有助于实现党的历史任务,提高党的执政能力,促进改革开放的深化和现代化建设事业的顺利发展。研究毛泽东关于正确处理人民内部矛盾的相关问题,文章主要采用比较分析的方法、重溯历史的视角和多种学科的知识；并用社会结构、社会冲突的知识分析人民内部矛盾产生的原因,结合阶级阶层学说分析人民内部矛盾的类型,深入探讨中国政党建设和社会管理的内容。文章从理论上,真实、客观地理清党的理论探索的发展脉络,是对于马克思主义、毛泽东思想的理论继承和发展。在现实中,为党和政府处理人民内部矛盾问题提供思路,为有关职能部门制定相关政策、采取积极措施提供参考。本文首先对毛泽东关于“正确处理人民内部矛盾的问题”的一系列相关著作进行文本梳理,对当时中国诸方面的人民内部矛盾进行了分析和理论、实践探索。其次,针对改革开放以来的人民内部矛盾,结合理论发展和实践中的新情况、新问题,聚焦矛盾的特点和表现,积极探索处理和应对方法。再次,对两个时期进行比较分析,梳理党的历届领导集体在正确处理人民内部矛盾方面的理论成果。最后,提出关于正确处理人民内部矛盾问题的发展思路：形成科学有效的诉求表达机制、利益协调机制、权益保障机制和社会预警机制；统筹协调各方面利益关系,适应我国社会结构和利益格局的发展变化；积极进行党政建设,引导和教育广大人民群众,不断推进社会管理创新,保持稳定的社会和政治环境,开创社会和谐的新局面；探索社会管理在处理人民内部矛盾方面的原则、体系及新机制方面的启示,从而更好的处理人民内部矛盾,以期达到社会管理的目标。
[Abstract]:Correctly handling contradictions among the people is the theme of the political life of the party and the state. The Fifth Plenary session of the 17th Central Committee of the Communist Party of China (CPC) wrote "correctly handling contradictions among the people" in the communiqu 茅 of the meeting, and stressed the need to "maximize the vitality of social creation, maximize the number of harmonious factors, minimize disharmony factors, and properly coordinate the interests of all parties." This means that the party and the government should correctly handle the contradictions among the people to maintain social stability and build a harmonious socialist society. Correctly handling contradictions among the people will help to improve the enthusiasm and creativity of the broad masses of the people, mobilize all forces that can be mobilized, and ensure the benign operation of the economy; help to defuse all kinds of unstable factors and maintain social harmony and stability; help to realize the party's historical tasks, improve the party's ruling ability, and promote the deepening of reform and opening up and the smooth development of modernization. To study Mao Zedong's problems related to correctly handling contradictions among the people, this paper mainly adopts the method of comparative analysis, retraces the historical perspective and the knowledge of various disciplines, analyzes the causes of contradictions among the people with the knowledge of social structure and social conflict, and analyzes the types of contradictions among the people in combination with the theory of class and class, and probes into the contents of the construction of political parties and social management in China. In theory, the development of the theoretical exploration of the Party is the theoretical inheritance and development of Marxism and Mao Zedong thought. In reality, it provides ideas for the party and the government to deal with the contradictions among the people, and provides a reference for the relevant functional departments to formulate relevant policies and take positive measures. First of all, this paper combs a series of related works of Mao Zedong on "correctly handling contradictions among the people", and analyzes and explores the contradictions among the people in various aspects of China at that time. Secondly, in view of the contradictions among the people since the reform and opening up, combined with the new situation and new problems in theoretical development and practice, focusing on the characteristics and manifestations of contradictions, actively explore ways to deal with and deal with them. Thirdly, it makes a comparative analysis of the two periods and combs the theoretical achievements of the leading collectives of the Party in correctly handling the contradictions among the people. Finally, it puts forward the development ideas of correctly handling the contradictions among the people: forming a scientific and effective mechanism of expression of appeal, coordination mechanism of interests, mechanism of protection of rights and interests and mechanism of social early warning, coordinating the interests of all aspects as a whole, and adapting to the development and changes of the social structure and interest pattern of our country. Actively carry out party and government construction, guide and educate the broad masses of the people, constantly promote social management innovation, maintain a stable social and political environment, and create a new situation of social harmony; explore the enlightenment of social management in dealing with contradictions among the people, so as to better deal with contradictions among the people, so as to achieve the goal of social management.
