人口老龄化形势下深圳养老保险制度面临的问题与思考

【摘要】：社会保障制度是我国社会发展的安全网和稳定器,而养老保险又是社会保障制度的核心组成部分,其发展和变革关系着我国经济的进步、社会的稳定、公平的实现以及全体国民的最根本利益。随着人口老龄化在全球范围内蔓延,世界各国都积极探索养老保险的改革方向。作为世界人口大国,我国人口老龄化呈现基数大、发展速度快、与经济发展不同步等特点。面对老龄化压力,文章从养老保险基本理论入手,通过对我国养老保险发展历程的梳理,分析制度与人口老龄化、我国社会转型之间的关系,凸显养老保险制度发展与完善的必要性。作为我国社保基层工作人员,作者以自己工作生活的深圳这座改革开放的前沿城市为研究对象,通过对深圳养老保险制度产生、发展情况的介绍,总结近年来取得的成就。并以新旧养老保险制度的对比作为切入点,探究改版后的深圳养老保险制度存在的问题并提出完善制度的新对策,以期增强其抵御人口老龄化风险的能力、发挥其促进我国社会转型顺利实现、维护社会安定与和谐的作用。
[Abstract]:The social security system is the safety net and stabilizer of our country's social development, and the old-age insurance is the core component of the social security system. Its development and reform are related to the economic progress and the social stability of our country.The realization of fairness and the fundamental interests of the whole nation.With the aging of the population spreading around the world, countries all over the world are actively exploring the reform direction of pension insurance.As a large country with large population, China's aging population presents the characteristics of large base, rapid development and out of step with economic development.In the face of the pressure of aging, the article starts with the basic theory of endowment insurance, analyzes the relationship between the system and the aging population, the social transformation of our country through combing the development course of our country's endowment insurance.The necessity of the development and perfection of endowment insurance system is highlighted.As the basic social security workers of our country, the author takes Shenzhen, the frontier city of reform and opening up, as the research object, summarizes the achievements made in recent years through the introduction of the birth and development of the pension insurance system in Shenzhen.With the contrast of the old and the new pension insurance system as the starting point, this paper probes into the problems existing in the revised Shenzhen old-age insurance system and puts forward new countermeasures to perfect the system, in order to enhance its ability to resist the risk of aging of the population.Play its role in promoting the smooth realization of social transformation and maintaining social stability and harmony.
