韩国的人口老龄化与社会养老政策

【摘要】：韩国的人口老龄化始于2000年,随着社会的发展,人口增长开始减缓,甚至出现负增长的现象,人均寿命越来越长,人口结构中老年人口的比重不断提高,退休后继续生活的时期不断被拉长,越来越多的人意识到老龄化给社会保障的设计和改革所带来的影响。经过多年探索,若干新的方案被提出并对相关政策领域进行了重大的改革。伴随着社会政策更加普及化,人口老龄化促使针对老年人人口的社会福利措施相应地扩展,包括老年人收入保障、医疗保障、居住保障、业余生活保障等方面都有重大发展。韩国社会养老制度在覆盖人群、服务内容与设施、筹资和给付等方面已经逐渐定型并形成自身特色。韩国的社会养老保障制度在亚洲具有典型代表性,其成功做法是大家关注的焦点。
[Abstract]:Korea's aging population began in 2000. With the development of society, population growth began to slow down, and even negative growth occurred. The average life expectancy is getting longer and longer, and the proportion of the elderly population in the population structure is constantly increasing. More and more people are aware of the impact of aging on the design and reform of social security. After years of exploration, several new programs have been proposed and major reforms have been made in related policy areas. With the popularization of social policies, the aging of the population promotes the expansion of social welfare measures for the elderly population, including income security, medical security, housing security, amateur life security and other aspects of major development. South Korea's social pension system has gradually shaped and formed its own characteristics in covering the population, service content and facilities, financing and payment. South Korea's social old-age security system is typical in Asia, its successful practice is the focus of attention.
