乌鲁木齐市人口素质发展水平分析

【摘要】：人口素质发展水平决定着一个国家或地区的综合竞争力，乌鲁木齐作为新疆维吾尔自治区唯一特大城市，至今尚未有人口素质方面的全面研究，因此，分析和评价其人口素质发展水平，找出存在的问题与不足，，对促进乌鲁木齐社会稳定和经济发展具有十分重要的意义。本文以人口素质理论为基础，对乌鲁木齐人口素质进行了系统全面的分析与研究。首先对乌鲁木齐人口素质现状进行了系统、全面的分析，然后通过整理全国省会城市及直辖市的相关数据，运用改进的PQLI指数模型和HDI模型对乌鲁木齐的婴儿死亡率、预期寿命、成人识字率和人均国内生产总值等指标进行了分析；尝试使用主成分分析法对乌鲁木齐及国内其他省会城市及直辖市的人口素质发展水平进行了全面的分析。通过分析发现，乌鲁木齐人口素质在全国处于中等水平，其中文化素质发展水平较高，身体素质发展水平较为落后。在此基础上就科教文卫和社会保障等方面提出了提高乌鲁木齐人口素质水平科学、合理和可操作性的对策建议。本文对全国省会城市及直辖市人口素质各项指标做了详细分析研究，这在我国人口素质研究上尚属首次，因此不仅对分析研究乌鲁木齐人口素质有一定的现实意义，而且对其他城市人口素质研究都具有相应的参考价值。
[Abstract]:The level of population quality development determines the comprehensive competitiveness of a country or region. As the only mega-city in Xinjiang Uygur Autonomous region, Urumqi has not yet had a comprehensive study on population quality. It is of great significance to analyze and evaluate the development level of population quality and to find out the existing problems and deficiencies to promote the social stability and economic development in Urumqi. Based on the theory of population quality, this paper makes a systematic and comprehensive analysis and research on the population quality of Urumqi. First of all, the present situation of population quality in Urumqi is systematically analyzed, and then the infant mortality rate of Urumqi is analyzed by using the improved PQLI index model and HDI model through collating the relevant data of the provincial capitals and municipalities directly under the Central Government. Life expectancy, adult literacy rate and GDP per capita were analyzed, and the population quality development level of Urumqi and other provincial capitals and municipalities was analyzed by principal component analysis. Through analysis, it is found that the population quality of Urumqi is at the middle level in the whole country, among which the level of cultural quality is relatively high, and the level of physical quality is relatively backward. On this basis, the author puts forward scientific, reasonable and operable countermeasures to improve the quality of the population in Urumqi from the aspects of science, education, culture, health and social security. This paper makes a detailed analysis and study on the indexes of population quality in the provincial capitals and municipalities directly under the Central Government of China, which is the first time in the study of population quality in China, so it is not only of practical significance to analyze and study the population quality of Urumqi. And to other cities population quality research has the corresponding reference value.
