基于古镇保护与开发平衡机制的三元主体体制

【摘要】：正古镇建设初期都缺资金,在投入期,政府与市场之间的界面不清晰,双方在博奕中未能形成合力,而十八大改革要求简政放权,在新形势下如何最大化地松绑古镇的体制,激发古镇的市场活力,本文将以"上海新场古镇"为例,按照古镇的规划,分析古镇项目的投入与产出所能形成的平衡机制,并按"谁投资谁受益"的原则,界定了古镇三个主体的分工与工作界面,建立"三元主体体制"。
[Abstract]:During the investment period, the interface between the government and the market was not clear, and the two sides failed to form a joint effort in the game. While the 18 big reform required a simplified administration and decentralization, how could the ancient town's system be maximized in the new situation? In order to stimulate the market vitality of the ancient town, this paper will take Xinchang ancient town of Shanghai as an example, according to the planning of the ancient town, analyze the balanced mechanism formed by the input and output of the ancient town project, and according to the principle of "who invests and who benefits", This paper defines the division of labor and working interface of the three main bodies in ancient towns, and establishes the system of three-part subjects.
