台湾的另一波无形空间革命——城乡风貌改造运动的意义与效益

【摘要】：中国台湾的土地空间质量近300年来的发展受到影响之最大因子为"三七五减租之土地重划",形成土地破碎化与细分化的特色,近50年来又因工业化与都市化,都市集中发展侧重经济效益与开发效率,亦间接促成城乡生态破碎化;直到1980年起保育运动觉醒,台湾公园与保护区设定的具体行动才逐渐转化为国土休养与保育具体形塑之空间格局。另自1990年起对于小区营造文化资产的积极保护与再利用,以及1999年起借由城乡风貌改造示范计划的推动,更具体凝聚整合了文化、历史、生态、生活与生产等不同界面的空间与土地权责单位,开创兼具整合型与竞争型的地方风土资源的生成,以及地方空间个性与自尊的保全与提升。故本文拟自城乡风貌运动的推动宗旨、策略、实施方案,以及执行成效中,探讨其在公部门、私部门以及对于个别城乡都市小区及个别居住单元在生活环境质量与生活价值观上的影响与效益。并将综合评估分析已推动的案例中有关城乡风貌计划实施的效益,由政策面、工程面、认知面、执行面、时间面及生态面6个方面来观察这13年来透过城乡风貌改造运动在机制上的观念营销与辅导奖励诱因,在有限的经费投入下,确实呈现了群聚效应与累积效益,此综合成果的探讨将有助于相关地区对于城乡自明性保全与经济发展平衡之借鉴。
[Abstract]:The biggest factor affecting the development of Taiwan's land space in the past 300 years is the "three Seventh five-year Plan Land Rezoning", which has formed the characteristics of fragmentation and fine differentiation of land. In the past 50 years, it has also been due to industrialization and urbanization. Urban centralized development focuses on economic benefits and development efficiency, also indirectly contributes to urban and rural ecological fragmentation; It was not until the awakening of conservation movement in 1980 that the specific actions set by parks and reserves in Taiwan were gradually transformed into the spatial pattern of land rest and conservation. In addition, since 1990, the active protection and reuse of cultural assets created in residential areas, as well as the promotion of the demonstration plan for the transformation of urban and rural features since 1999, have more specifically integrated culture, history, and ecology. Different interfaces of life and production, such as space and land rights and responsibilities units, to create a combination of integration and competition of local land resources, as well as the preservation and promotion of local space personality and self-esteem. Therefore, this paper intends to discuss the promotion purpose, strategy, implementation plan and implementation effect of the urban and rural style movement in the public sector. The influence and benefit of private sector on the quality of living environment and values of life for individual urban and rural urban areas and individual residential units. Comprehensive assessment and analysis of the benefits of the implementation of the urban and rural landscape plan in the cases that have been promoted will be made in terms of policy, engineering, cognitive and executive aspects. In the past 13 years, the concept, marketing and guidance incentives in the mechanism of the urban and rural landscape transformation movement have been observed from six aspects of the time plane and the ecological aspect. Under the limited investment of funds, the collective effect and cumulative benefits have indeed been shown. The discussion of this comprehensive achievement will be helpful to the reference of the urban and rural self-evident preservation and the balance of economic development in the relevant areas.
