社工机构的发展困境与路径选择研究

【摘要】：在过去近半个世纪的时间里,中国经济飞速发展。但随着经济水平的不断提升,许多社会问题也渐渐凸显出来。社会工作的出现对于缓解社会冲突、解决社会问题,可以起到难以替代的作用。最近几年,大量专业社会工作人才的培养和进入,使得社工机构进入蓬勃发展期。但与此同时,社会工作机构也开始面临“成长期的烦恼”。社工机构人才的高比例流失、社工机构对政府资源的过度依赖等一系列问题,都使社会工作机构的发展陷入困境。社会工作的具体服务效果受限于社工机构的发展程度,社工机构的发展程度取决于政府支持力度、政策限制、资金来源等诸多因素,其中资金来源是至关重要的一项,从目前的普遍形势来看,现有的社工服务大量由政府购买,社工机构的资金的单一化在最初的推动社工机构大面积建设后呈现出了一定的疲软,既不利于良好的执行服务项目,也不利于社工机构的发展,更不符合社会组织的发展脉络。社工机构的资金来源应包含:政府资助、民间捐助、商业交易三种方式。从目前的整体情况来看,通过资金多元化来解决社工机构发展当中遇到的这一瓶颈似乎是可行的,如何借鉴、吸收一些成熟公益社会组织的发展经验,拓宽筹资渠道,开展多元化的筹资模式,从而使社工机构摆脱“成长期的烦恼”,突破发展期的各类瓶颈,是本文讨论的重点。笔者通过梳理两家不同类型,不同成长阶段的社工机构如何通过通过多元化的筹资渠道、丰富自身的筹资来突破自身遇到的困境,希望为社工机构的发展提供借鉴与参考。
[Abstract]:In the past half century, China's economy has developed rapidly. However, with the continuous improvement of the economic level, many social problems have gradually emerged. The emergence of social work to alleviate social conflicts. In recent years, a large number of professional social work personnel training and entry, social work institutions into a period of vigorous development, but at the same time. Social work organizations are also beginning to face a series of problems, such as "growing pains", the high proportion of social work personnel loss, the excessive dependence of social work organizations on government resources and so on. The specific service effect of social work is limited by the level of development of social work institutions, the development of social work institutions depends on the government support, policy constraints. Source of funds and other factors, among which the source of funds is a crucial one, from the current general situation, the existing social work services are purchased by the government in large quantities. The single funding of social work organizations in the initial promotion of social work organizations after a large area of construction has shown a certain degree of weakness, which is not conducive to the implementation of good service projects, but also not conducive to the development of social work institutions. Social work institutions should include: government funding, private donations, commercial transactions. From the current overall situation. It seems feasible to solve this bottleneck in the development of social work institutions through the diversification of funds. How to learn from and absorb the development experience of some mature public welfare social organizations and broaden the financing channels. It is the focal point of this paper to carry out diversified financing mode, so that social work organizations can get rid of "growing pains" and break through all kinds of bottlenecks in the development period. It is hoped that the social work organizations in different growth stages can break through the difficulties they encounter through diversified financing channels and enrich their own financing channels in the hope of providing reference and reference for the development of social work institutions.
