对当前华北农村扶贫现状与问题的探析

【摘要】：纵观人类社会的发展,可以从两方面考究：一方面可以说是人类从愚昧走向文明的历史,另一方面也可以看做是人类不断与贫困进行斗争,最终引领人类走向繁荣。在我们不断地与贫困作斗争的过程中,主要表现形式有三种：减少贫困、减缓贫困和消除贫困。①其分别表现在减少贫困人口的数量；减缓贫困的程度；而消除贫困则集中表现为最终消除贫困,也是反贫困的最终目标。用“扶贫”来表示反贫困的行为过程贯穿于我国在反贫困过程。扶贫的目的在于为贫困区域和贫困人群解决发展中遇到的困难,是一种帮助他们提升生活品质,改善这些区域面貌的社会活动。·②扶贫对我们来说并不是很陌生,由于自然和历史条件影响,我国很多地区长期经济落后,人民生活在温饱线以下,这对于以“共同富裕"为目标的社会主义我国来说自然是不容忽视的问题,因此建国以来,我国提出了许多行之有效的扶贫措施与方案。改革开放以来,我国的扶贫事业取得巨大成果,贫困人口大大下降,农村经济得到很大发展,许多贫困地区摆脱了贫困的困扰,让更多的人民享受到了现代化生活的舒适和便捷。但在扶贫政策取得巨大成功的同时,我国扶贫事业依然面临严峻形式和巨大挑战。贫困人口众多,农村经济基础薄弱,由于不合理的开发造成资源浪费和环境污染,地区发展不平等造成的大量人才的流失,农村劳动力缺乏,反贫现象严重。这些问题时刻说明了我国扶贫事业依然任重而道远。本文基于对河北省承德市P县进行的实地考察和调研,发现我国扶贫新形势下产生的一些问题。尤其是农村中的反贫困现象,通过对调研数据分析整理,进行深入思考,提出一些想法,试图探析我国华北农村反贫的深层原因,希望对我国扶贫事业的推进和深入产生一定的帮助和作用。
[Abstract]:Looking at the development of human society, we can find out from two aspects: on the one hand, it is the history of mankind from ignorance to civilization, on the other hand, it can also be seen as the continuous struggle between human beings and poverty. In the course of our continuous struggle against poverty, there are three main forms: reducing poverty, reducing poverty, and eradicating poverty. 1 they are manifested in reducing the number of people living in poverty; Extent of poverty alleviation; The elimination of poverty is concentrated in the final elimination of poverty, which is also the ultimate goal of anti-poverty. The process of anti-poverty behavior by "poverty alleviation" runs through the process of anti-poverty in China. The aim of poverty alleviation is to help poor regions and people to improve their quality of life by solving the difficulties encountered in development. 2. Poverty alleviation in these areas is no stranger to us. As a result of natural and historical conditions, many areas of our country have been economically backward for a long time, and the people are living below the line of food and clothing. This is naturally a problem that can not be ignored for the socialist country with the goal of "common prosperity". Therefore, since the founding of the people's Republic of China, our country has put forward many effective measures and programs to help the poor, and since the reform and opening up to the outside world. Great achievements have been made in the cause of poverty alleviation in China, the number of poor people has dropped greatly, the rural economy has been greatly developed, and many poor areas have got rid of the problems of poverty. Let more people enjoy the comfort and convenience of modern life. But in the poverty alleviation policy has achieved great success at the same time, the cause of poverty alleviation in China is still facing severe forms and huge challenges. There are a large number of poor people. Rural economic base is weak, because of unreasonable development of resources waste and environmental pollution, regional development inequality caused by the loss of a large number of talents, the lack of rural labor force. Anti-poverty phenomenon is serious. These problems always show that poverty alleviation in our country still has a long way to go. Based on the field investigation and investigation in P County of Chengde City, Hebei Province, this paper finds some problems arising from the new situation of poverty alleviation in China, especially the anti-poverty phenomenon in rural areas, through the analysis and collation of the survey data. This paper tries to probe into the deep causes of anti-poverty in the rural areas of North China in order to help and deepen the cause of poverty alleviation in China.
