社会保护政策:新时期贫困问题治理的新视角

【摘要】："社会保护"是20世纪90年代末以来在国际发展议程中兴起的一个新概念。其产生与风险社会中贫困问题的严峻性密切相关。与传统反贫困政策相比,社会保护政策主张从整体性贫困治理视角出发,在充分兼顾贫困的多维性和动态性基础之上,建立集"预防性、保护性、投资性及变革性"策略于一体的综合性反贫困框架,在帮助人们彻底摆脱贫困的同时推动社会的包容性发展。作为一项积极的反贫困政策,社会保护对于我国"十三五"期间扶贫模式的创新无疑具有重要的借鉴意义。
[Abstract]:"Social protection" is a new concept emerging from the international development agenda since the end of 1990s. Its emergence is closely related to the severity of poverty in at-risk societies. The social protection policy advocates to set up a comprehensive anti-poverty framework with "preventive, protective, investment and transformative" strategies on the basis of taking full account of the multidimensional and dynamic nature of poverty, from the perspective of holistic poverty management, and on the basis of giving full consideration to the multidimensional and dynamic nature of poverty. As an active anti-poverty policy, social protection is undoubtedly of great significance for the innovation of poverty alleviation model during the 13th Five-Year Plan period.
