【摘要】：正《弗拉斯卡蒂手册》(以下简称手册)是经济合作与发展组织(OECD)开发的关于研究与实验发展(以下简称RD/研发)测度的指导性文献。自1963年首次发布以来,该手册一直在根据发展和需要做出更新修订,到2002年陆续发布了6个版本。在此过程中,该手册逐步被各国研发投入统计实践所遵循,其应用范围已经超越OECD成员
[Abstract]:The Frascati Manual (hereinafter referred to as the Manual) is a guiding document on the measurement of research and experimental development (hereinafter referred to as RD/ R & D) developed by the Organization for Economic Cooperation and Development (OECD). Since its first publication in 1963, The manual has been updated and revised according to development and needs, and 6 editions were released in 2002. In the process, the manual has been followed gradually by the statistical practice of R & D input in various countries, and its application scope has exceeded the scope of OECD members.
