塔里木盆地城镇化发展速度与发展质量协调性研究

【摘要】：中央城镇化工作会议提出六大任务,其中支持中西部和东北发展被认为是此次城镇化规划中最突出的亮点。会议明确,在西部和东北有条件的地区,依靠市场力量和国家规划引导,逐步发展形成若干城市群,成为带动中西部和东北地区发展的重要增长极。据悉,西部城镇化发展规划的主要内容是将西部城镇化发展与“新丝绸之路”建设相结合,打造西部国际经济合作圈,建设向西、向北开发的“桥头堡”。新疆是丝绸之路建设核心区,是联接中亚和欧洲的纽带,新疆南疆城镇化发展滞后于北疆,其城镇化建设关系到丝绸之路经济带的完善与发展。因此,全面了解塔里木盆地城镇化发展状况,既可以在“一带一路”建设中利用地缘优势更好的发挥作用,又可以把握其未来城镇化发展方向。关于塔里木盆地城镇化发展速度与发展质量协调性的研究仍属空白,本文试图用构建指标体系、建立评价方法等来填补此空白。依据信息熵法构建指标体系计算发现,塔里木盆地城镇化发展速度与发展质量与国内其他城市相比发展缓慢。但当前的城镇化速度与塔里木盆地经济发展、社会进步等发展阶段相适应,并未滞后,在一定程度上,城镇化发展速度超前于城镇化发展质量。采用耦合协调度分析法,建立塔里木盆地城镇化发展速度-质量耦合模型,通过计算把握塔里木盆地城镇化发展速度与发展质量协调性,针对协调发展中出现的问题,提出协调发展对策。
[Abstract]:The Central working Conference on urbanization proposed six major tasks, among which supporting the development of the central and western regions and the northeast were considered the most prominent highlights of the urbanization plan.The meeting made it clear that in the regions with conditions in the west and northeast regions, depending on market forces and state planning guidance, a number of urban agglomerations have been gradually developed and become important growth poles to drive the development of the central, western and northeast regions.It is reported that the main content of the western urbanization development plan is to combine the urbanization development of the western region with the construction of the "New Silk Road," to create a circle of international economic cooperation in the west, and to build a "bridgehead" for westward and northward development.Xinjiang is the core area of Silk Road construction and the link between Central Asia and Europe. The urbanization development of southern Xinjiang lags behind that of northern Xinjiang. The urbanization construction of Xinjiang is related to the improvement and development of Silk Road economic belt.Therefore, an overall understanding of the development of urbanization in Tarim Basin can not only play a better role in the construction of "Belt and Road", but also grasp the direction of urbanization in the future.The research on the coordination between the development speed and the quality of urbanization in Tarim Basin is still blank. This paper tries to fill the blank by constructing the index system and establishing the evaluation method.It is found that the development speed and quality of urbanization in Tarim Basin is slower than that of other cities in China.However, the current urbanization speed is in line with the economic development and social progress of the Tarim Basin, and is not lagging behind. To a certain extent, the development speed of urbanization is ahead of the development quality of urbanization.The coupling coordination degree analysis method is used to establish the coupling model of urbanization speed and quality in Tarim Basin. By calculating and grasping the coordination between the development speed and quality of urbanization in Tarim Basin, the problems arising in the coordinated development are pointed out.Put forward the coordinated development countermeasure.
