内蒙古城镇社区建设与管理研究

【摘要】：城镇社区建设关系到我国基本政治制度,关系到现代社会管理方式和城市居民的民生建设三个层面。各级党委、政府用何种理念、方式、政策,决定社区建设的前途。在社区建设中,目前出现了两种不同的社会整合导向,其一是行政导向,即强化基层政府的功能,主要运用政府及其所控制的资源进行自上而下的社会整合,并形成“新政府社会”。其二是自治导向,即强化基层社区的功能,主要通过政府下放权力,建立社区自治组织,并通过这一组织动员社会参与进行社会整合,并形成“社区制”社会。由此所产生的社区建设的思路也有所不同。城市政府对社区工作的重视往往是以管理为视点的,把居委会看作社区本身,把社区建设的本意置换为政府行政管理、社会管理的基础。而社区服务和社区自治的首要目标无形中被放到次要的位置。因此规范社区组织建设,核心是扩大居民的民主权利,调动他们的参与基层自治的积极性。内蒙古城镇社区发展要防止过度行政化趋势,要大力改善和完善社区服务,要着眼城市居民自治制度建设的落实。一是更新对社区建设的基本认识,确立社区发展的根本方向,把民生问题放在社区工作的核心位置。二是把社区服务放在近期目标,把社区自治放在中长期目标,在这个目标下整合社会资源。三是把社区投入作为公共事业、公共产品的投入,以分类管理的原则加强社区设施建设。四是以社区养老服务为龙头大力兴办社区服务业。
[Abstract]:The construction of urban community is related to the basic political system of our country, the management mode of modern society and the construction of the people's livelihood of urban residents. Party committees and governments at all levels use what ideas, methods and policies to determine the future of community construction. In community construction, there are two different social integration orientations, one is administrative orientation, that is, strengthening the function of grass-roots government, mainly using the government and the resources under its control for top-down social integration. And form a "new government society". The second is autonomy orientation, that is, strengthening the function of grass-roots communities, mainly through the decentralization of government power, the establishment of community autonomy organizations, and through this organization to mobilize social participation in social integration, and to form a "community system" society. The ideas of community construction are different. The city government often takes the management as the point of view, regards the neighborhood committee as the community itself, replaces the original intention of the community construction for the government administration, the social management foundation. The primary goals of community service and community autonomy are imperceptibly secondary. Therefore, the core of standardizing the construction of community organizations is to expand the democratic rights of residents and mobilize their enthusiasm to participate in grass-roots autonomy. The development of urban community in Inner Mongolia should prevent the tendency of excessive administration, improve and perfect the community service, and focus on the implementation of the construction of the autonomous system of urban residents. One is to renew the basic understanding of community construction, to establish the basic direction of community development, and to put people's livelihood issues at the core of community work. The second is to put community service in the near future and community autonomy in the medium and long term, under which social resources are integrated. Third, the community investment as public utilities, public goods investment, the principle of classified management to strengthen the construction of community facilities. Fourth, community pension services for the leading efforts to establish community services.
