【摘要】：改革开放开启了中国社会变革的历史进程,中国正在由传统社会向现代社会转型,从同质的单一性社会向异质的多元化社会转型。在改革资源配置体制的基础上,中国产生了混合所有制、非公有制经济等新的所有制形式,为社会从原来整体性的利益结构转变为多元化的利益结构提供了前提条件。社会利益结构的分化、重组,政治民主化、法治化的发展,为利益集团的产生提供了客观的社会基础和政治上的可能性。原有的社会利益格局被打破,新的利益群体和阶层逐步形成,并不同程度地对各级政府的决策施加影响。总之,利益集团现象的存在已成为一种不可否认的事实。在全面建设小康社会和构建社会主义和谐社会进程中,利益集团的存在和发展以及各利益集团间力量对比的不断变化日益成为不可忽视的重要影响因素。本文在借鉴了国内外关于利益集团研究成果的基础上,结合我国的实际,对现阶段我国利益集团的现状、存在的问题以及今后发展的对策等进行了比较系统的分析,以期促进我国利益集团的多元化协调和规范发展,为社会主义和谐社会的建设提供有价值的理论参考。论文共分三章: 第一章:主要是关于利益集团的理论研究,包括利益集团的多元主义模式和法团主义模式,以及对两种理论模式进行的利弊分析。第二章:我国利益集团的现状分析,主要包括我国利益集团的产生、发展现状以及存在的问题,阐述了我国利益集团发展的基本形态、特征和我国利益集团的社会影响。第三章:我国政府治理的对策,利益集团的发展需要社会、政府和公民多方面的努力,整合社会利益关系,加强法律规范,以实现利益集团与社会的和谐进步。
[Abstract]:The reform and opening to the outside world has opened the historical process of social transformation in China. China is transforming from a traditional society to a modern society and from a homogeneous and unitary society to a heterogeneous pluralistic society. On the basis of reforming the system of resource allocation, new forms of ownership, such as mixed ownership, non-public ownership and so on, have emerged in China, which provides a prerequisite for the transformation of the society from the original integral interest structure to the pluralistic one. The differentiation, reorganization, democratization of politics and the development of rule of law provide an objective social foundation and political possibility for the emergence of interest groups. The original social interest pattern has been broken, and new interest groups and strata have gradually formed, which exerts different influence on the decision-making of all levels of government. In short, the existence of interest group phenomenon has become an undeniable fact. In the process of building a well-off society in an all-round way and building a harmonious socialist society, the existence and development of interest groups and the constant changes in the power balance among different interest groups have become increasingly important factors that cannot be ignored. Based on the research results of interest groups at home and abroad and the reality of our country, this paper makes a systematic analysis of the present situation, the existing problems and the countermeasures of the future development of interest groups in our country. The aim is to promote the pluralistic coordination and normative development of interest groups in China and to provide valuable theoretical reference for the construction of a harmonious socialist society. The thesis is divided into three chapters: The first chapter is mainly about the theoretical research of interest group, including the pluralistic mode of interest group and the mode of corporation, as well as the analysis of the advantages and disadvantages of the two theoretical models. The second chapter analyzes the present situation of interest groups in China, including the emergence, development status and existing problems of interest groups in China, and expounds the basic form, characteristics and social impact of interest groups in China. Chapter three: the countermeasures of government governance in our country, the development of interest group needs the efforts of society, government and citizen in many aspects, integrate the social interest relation, strengthen the legal norm, in order to realize the harmonious progress of interest group and society.
