非营利组织参与保障型扶贫的商业化动作模式研究

【摘要】：改革开放以来,我国农村扶贫行动不仅取得了巨大成就,得到全世界的普遍赞扬和肯定,而且经过长时间的探索、实践,在历经了救济式、开发式等扶贫模式之后正在逐渐形成具有中国特色的保障型农村扶贫模式——政府+非营利组织+贫困农户。在保障型扶贫模式中非营利组织以它扶贫的高瞄准率、高成功率,以及理念的创新性,方式的灵活性、服务的有效性,尤其是目标与社会保障目标相一致等组织特征,正积极广泛地参与到保障型扶贫事业中来。然而,在保障型扶贫发展还不成熟的初期阶段,非营利组织面临着来自政府、社会,以及自身等诸多现实障碍,非营利组织在扶贫领域的优势并未充分体现,严重影响其扶贫的效率和效益。相对于非营利组织在扶贫工作中的重要作用及其遇到的现实困境而言,国内学术界对非营利组织扶贫行为的研究非常匮乏,系统而深入的对策研究则更是凤毛麟角。在当今我国扶贫战略模式转型的关键阶段,对非营利组织扶贫行为研究的忽视与不足,不仅不利于人们正确认识和评价非营利组织在扶贫工作中的角色和作用,更重要的是,可能会影响到我国保障型扶贫事业的顺利进行。因此,在我国保障型扶贫的初期阶段,尤其是在非营利组织商业化运作已经成为一种世界性潮流的今天,探索非营利组织扶贫的商业化运作模式既符合时代发展的潮流,同时也有着极大的理论研究价值和实践指导意义。本文对非营利组织参与保障型扶贫事业的研究共分为四部分：第一部分,主要介绍非营利组织参与保障型扶贫的理论基础,包括概念界定,相关理论的介绍,以及对国内外研究现状的整理和概括；第二部分,对非营利组织参与保障型扶贫的实践进行分析和评价,主要介绍非营利组织在这一过程中表现出来的优势和遇到的现实障碍；第三部分,根据上文分析的优势和障碍,提出非营利组织参与保障型扶贫的新出路,即从服务对象(C)、组织活动(O)、财物资源(R)、参与者(P)、服务(S)等五个方面进行商业化转型,实施商业化的扶贫运作。这部分主要分析了在保障型扶贫的初期阶段,非营利组织进行商业化扶贫的积极意义及可行性问题,同时确立了非营利组织基于CORPS模型的商业化扶贫运作流程；第四部分,利用CORPS模型,从服务对象(C)、组织活动(O)、财物资源(R)、参与者(P)、服务(S)的角度来构建非营利组织参与保障型扶贫的商业化运作模式,并以中国扶贫基金会小额贷款项目为例在明晰非营利组织参与保障型扶贫的商业化运作程序的同时,提出更有针对性的意见和建议,以求在实现非营利组织效益最大化的过程中逐渐缓解和消除农村贫困现象。
[Abstract]:Since the reform and opening up, our country's rural poverty alleviation actions have not only made great achievements and won universal praise and affirmation throughout the world, but also have experienced relief after a long period of exploration and practice. After the development-oriented poverty alleviation model, it is gradually forming the mode of rural poverty alleviation with Chinese characteristics-the government non-profit organization poor farmers. Non-profit organizations are characterized by their high targeting rate, high success rate, innovation of ideas, flexibility of ways, effectiveness of service, especially the consistency of objectives with social security objectives. We are actively and extensively participating in the cause of supporting the poor. However, in the early stage of the guarantee poverty alleviation and development, non-profit organizations are faced with many practical obstacles, such as government, society, and themselves. The advantages of non-profit organizations in the field of poverty alleviation are not fully reflected. Seriously affect its poverty alleviation efficiency and effectiveness. Compared with the important role of non-profit organizations in the work of poverty alleviation and the practical difficulties encountered, the research on poverty alleviation behavior of non-profit organizations in domestic academia is very scarce, and systematic and in-depth research on countermeasures is even rarer. In the key stage of the transformation of poverty reduction strategy model in our country, the neglect and insufficiency of the research on poverty alleviation behavior of non-profit organizations is not only unfavorable for people to correctly understand and evaluate the role and role of non-profit organizations in the work of poverty alleviation, but more importantly, It may affect the smooth progress of our country's guarantee-oriented poverty alleviation. Therefore, in the initial stage of our country's guaranteed poverty alleviation, especially in the commercial operation of non-profit organizations has become a worldwide trend, exploring the commercial operation mode of non-profit organizations is in line with the trend of the development of the times. At the same time, it also has great theoretical research value and practical significance. This paper is divided into four parts: the first part mainly introduces the theoretical basis of non-profit organization participation in supporting poverty alleviation, including the definition of concept, the introduction of relevant theories. In the second part, the author analyzes and evaluates the practice of non-profit organizations participating in ensuring poverty alleviation, mainly introduces the advantages and obstacles encountered by non-profit organizations in this process. The third part, according to the advantages and obstacles analyzed above, puts forward a new way out for non-profit organizations to participate in ensuring poverty alleviation, that is, commercializing and transforming from five aspects, namely, clients, organizing activities, property resources, participants, and service Sons. Implement commercialized poverty alleviation operations. This part mainly analyzes the positive significance and feasibility of commercialized poverty alleviation by non-profit organizations in the initial stage of guaranteed poverty alleviation. At the same time, it establishes the process of commercialized poverty alleviation based on CORPS model. By using the CORPS model, the commercial operation mode of non-profit organizations participating in ensuring poverty alleviation is constructed from the point of view of service objects, organization activities, property resources, participants and service providers. And taking the micro-loan project of the China Poverty Alleviation Foundation as an example, while clarifying the commercial operation procedures of the non-profit organizations involved in ensuring poverty alleviation, they also put forward more targeted opinions and suggestions. In order to achieve the maximum benefit of non-profit organizations in the process of gradually alleviate and eliminate poverty in rural areas.
